Why does the job exist?

To provide senior ranking HR member responsible for direction and administration of agency HR; functional area; functional team.

Provide leadership, oversight, direction, and management of an HR operation including policy and program development, administration, and maintenance of all human resource functions for all employees.

Responsibilities include planning, evaluation, employee management and supervision of personnel policies.

How does it get done?

Work with Division Director on human resource operations to ensure programs are properly executed, monitored, and conform to SPO Rules, Department policies, procedures, and sound human resource management principles.

Ensure all services comply with state and federal laws, State Personnel Board (SPB) Rules and Regulations, SPO quality assurance guidelines, DFA rules and regulations, policies, and HR best practices.

Participate in Senior Management Team with other Division Directors to set agency policy, direction, and goals.

Senior Management, HR Director, and NMDOJ employees.Ideal CandidateThis candidate shall have the skills to multi task in a fast paced environment. Shall have the flexibility to shift directions on a moments notice. Have the ability to process and oversee an enormous amount of HR matters.

Minimum Qualification

Bachelor’s Degree in any related field and seven (7) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, including two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification, may substitute for the required education and experience.

4 Master’s degree AND 5 years of experience

  • Education and years of experience must be related to the purpose of the position.
  • If Minimum Qualification requires a specific number of “semester hours” in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment as some statewide travel maybe required. Employment is subject to criminal background check and is conditional pending results of criminal background check. Be of good moral character and not have been convicted of a felony offense by a court of this state, any other state or the United States.

Working Conditions

Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting, including during public meetings and hearings. Must be able to lift 25 lbs, and some sitting, standing, bending and reaching may be required. Some occasional travel, including overnight travel, may be required in and out of state.Supplemental Information
