Job Summary
Develops and trains internal staff on post-closing incentives quality control procedures. Performs quality control reviews for economic development incentive awards prior to issuance of tax credits. Responsible for evaluating a high volume of post-closing incentive tax credits) to ensure customer and internal evaluation documentation adheres to EDA policies and guidelines and reporting on its trends.

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.
Responsibilities
Essential Duties and Responsibilities
- Reviews all documentation for incentives project completion and annual tax credit issuances for compliance with EDA policies and guidelines. Utilizes technical knowledge and expertise of incentives programs and policies to identify deficiencies and accept or reject Incentives Servicing & Compliance staff (ISC) recommendations. Ensures compliance reviews adhere to EDA policies and guidelines.
- Investigates, makes recommendations to management to resolve quality non-conformity matters. Interfaces with ISC to resolve deficiencies.
- Ensures incentives customer files are properly maintained in accordance with Department policy and interfaces with ISC to resolve issues.
- Provides recommendations on departmental policies, procedures, and compliance documents to divisional management; ensuring approved policy documents are amended and disseminated to the team. Ensures post closing recommendations as the result of internal and/or external audits of the incentives programs are implemented.
- Mentors and trains less experienced staff. Develops and leads divisional staff training/coaching on compliance policies including preparing training materials and holding training sessions.
- Identifies and develops critical data needed to evaluate and improve quality performance of team. Identifies and tracks both positive and negative performance trends, which includes feedback on strengths and areas of improvement to enhance productivity and efficiency. Provides monthly reports to department managers and team as requested.
- Participates in meetings and events as assigned.
- Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
- Must complete annual and semiannual self-assessment as required.
- Performs other duties and special projects, as assigned.
- Adapts to changes in the work environment and manages competing demands.
- Identifies the need for procedural changes and proposes reasonable remedies to improve process efficiencies and strengthen compliance efforts.
Qualifications
Required Skills and Abilities
- Strong analytical, technical and organizational skills and attention to detail.
- Demonstrates a thorough knowledge and understanding of EDA incentives programs
- Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision
- Must be able to develop a high level of proficiency in understanding and applying NJ statutory and EDA policy guidelines in order to effectively interpret Incentive Agreements.
- Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling and editing; and foster communications with business professionals and EDA staff.
- Ability to meet tight deadlines.
- Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff.
- Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
- NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.
Required Qualifications
Education and Experience Requirements
- Bachelor’s Degree and/or equivalent professional experience in Business, Finance, Insurance, or related field.
- 7 years' work experience in Auditing, Business, Finance, Insurance, or related field
- Experience with legal documents and economic development incentive programs preferred
Advanced degree or industry specific certification may be substituted for 1 year of experience

Certificates and Licenses Required
- License: Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
