The College of Education is also home to the Belk Center for Community College Leadership and Research and the Friday Institute for Educational Innovation.

Research Development
The Research Development Office (RDO) serves as the central research development office for the College of Education including the Friday Institute and The Belk Center for Community College Leadership and Research and provides assistance to more than 100 faculty and research staff with identifying funding opportunities, budget development, writing budget justifications, analyzing requests for proposals, partner identification, and facilitation, as well as internal and external proposal processing. The RDO supports faculty in their efforts to establish and maintain a successful research program. Our goal is to help them attain their professional objectives while also supporting the College’s conduct of high-quality research and the dissemination of promising results and practices to our many constituencies. The RDO is responsible for increasing the level of externally funded research that allows faculty to conduct larger, richer, and more complex research projects. Such projects have the potential for broader impacts on education and education research as well as enhancing the reputation of the college and university and generating substantial funding to support the university’s mission. The RDO has been highly successful in facilitating the increase in funding from an average of $1 million annually to a 5-year average of $25 million per year, including a college record of $30 million in FY2020.

Essential Job Duties
The Fiscal Manager will be responsible for representing the College of Education Post-Award office at any relevant University, departmental, and new award meetings, and any other meetings or events deemed appropriate by the Director or Associate Dean for Research. In this role you will be required to attend all University workshops and training in regards to Research Administration.

As the Fiscal Manager you manage a complex portfolio of sponsored projects while remaining compliant with award terms and conditions.

Primary duties include but are not limited to the following:

Financial Management:
  • Strategic Grant Oversight: Skillfully manage and analyze grant activities, providing Principal Investigators (PIs) with precise financial insights. This includes meticulous reporting, accurate projections of grant expenditures, and proactive handling of sub-awards, subcontracts, budget modifications, and no-cost extension requests.
  • Budget Stewardship: Ensure adherence to budgetary and cost accounting standards while maintaining timely reconciliations and efficient closeouts.
Guidance and Collaboration:
  • PI Fund Management: Provide expert guidance on managing federal, state, and other grant funds for PIs. Regularly engage in collaborative meetings with PIs and departmental staff to review portfolios, effort commitments, cost-sharing, and spending patterns.
  • Proactive Decision-Making: Facilitate quarterly meetings to assess project portfolios, offer budget projections, and proactively adjust project parameters as needed.
  • Complex Problem Solving: Collaborate with post-award stakeholders to address intricate challenges that require a team effort for resolution.
Effort Reporting and Compliance:
  • Effort Commitments: Oversee and report on both direct-charged and cost-shared efforts.
  • Policy Adherence: Accurately interpret federal, state, and university policies related to accounts receivables, accounts payables, travel reimbursements, purchasing, and payroll.
Operational Excellence:
  • Financial Transactions: Process and monitor contracts, grants, payroll reallocations, summer salaries, release time, and journal vouchers.
  • Requisitions and Approvals: Review, process, and approve requisitions, purchase orders, and reimbursements.
  • Grant Status Communication: Keep PIs informed about their project status, generate account balance reports, allocate budgets by amount and account codes, and track upcoming end dates.
Note: This position requires an on campus presence to effectively perform the essential duties of the position. As such, employees must reside within a commutable distance and must report to campus regularly to perform certain work-related tasks as a condition of employment.

Qualifications

Minimum Education and Experience
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Other Required Qualifications
  • Thorough knowledge of accounting principles and working knowledge of federal and state regulations
  • Previous experience with sponsored research management at a college or university.
  • Excellent written and verbal communication skills. Must have excellent organizational and problem-solving skills.
  • Must be able to demonstrate attention to detail.
  • Experience in PeopleSoft Financials or similar products, Word and Excel or similar products.
  • Must be able to work independently and be able to multitask.
  • Ability to make decisions independently, and exercise judgment, discretion, and initiative in the development and interpretation of a wide range of policies and procedures.

Preferred Qualifications
  • Experience/knowledge of Cost Accounting Standards and Uniform Guidance.
  • Demonstrated ability to interpret and apply Federal and State fiscal regulations.
  • Experience with Google Application Suite including Docs/Sheets/Drive/Team Drive
  • A proactive, collaborative, and customer-focused work style.
  • Extensive financial knowledge with experience working in a large complex organization.
  • Ability to learn processes and systems quickly and be flexible to change and organizational growth.
