The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking a mid-level Transportation Planner in the Coordinated Land-Use and Transportation Parking Management Program, which undertakes projects related to parking management, land development practices, transit-oriented development (TOD), and planning for bicycle and pedestrian modes of transportation.

This position will conduct a wide range of activities with internal and external stakeholders in the Dallas-Fort Worth metropolitan area related to parking management. Some of the specific project types that the successful candidate may assist with include coordinating parking studies and data collection, developing parking management resources and technical assistance for local stakeholders, recommending zoning updates related to parking, conducting public meetings and outreach, and facilitating regional conversations and coordination. Additionally, this role will support the development of area land use and transportation plans including analysis of related land use topics such as zoning, economic development, and integration of multiple transportation modes.

The North Central Texas Council of Governments is currently permitting employees to work a hybrid schedule that consists of the equivalent of a minimum of two days per week in the NCTCOG offices in Arlington, Texas, and three days remotely from home within the Dallas-Fort Worth Region.

Responsibilities may include, but are not limited to, the following:

  • Assisting with land-use and transportation planning activities related to parking, zoning, and TOD including plan writing, data collection and analysis, stakeholder coordination, and public outreach
  • Supporting the coordination and communication of activities with city governments, transit agencies, developers, commercial property managers, civic associations, consultants, and the public on land-use and transportation projects including educational event planning
  • Preparing correspondence, technical reports, maps, illustrations, and other documents for various transportation and land-use planning projects
  • Assisting with the preparation of presentation materials and delivering oral presentations that focus on parking and zoning topics related to transportation and land-use accessible to different stakeholders
  • Creating and maintaining databases related to land-use and transportation data using Geographic Information Systems (GIS), and Microsoft Excel software
  • Conducting research and data collection online, by surveys, and in the field
  • Assisting in the management of consultant contracts
  • Assisting with the creation and maintenance of project schedules
  • Assisting with grant writing and reporting

Skills / Requirements

  • Excellent verbal, public speaking, and written communication skills
  • Detail-oriented, highly organized, ability to multi-task, and ability to shift focus quickly among projects
  • Strong critical-thinking, problem-solving, and analytical skills
  • Good interpersonal skills and ability to work in a team environment
  • Understanding and ability to gather and analyze data from multiple sources such as parking utilization, Census data, Appraisal District Parcel data, land-use and zoning data, transportation data, etc.
  • Knowledge of transportation planning concepts, practices, and trends
  • Understanding of interrelationships between transportation and land-use planning decisions
  • Knowledge and understanding of planning and urban design principles, parking ratios and practices, zoning, and development processes, as well as emerging technology applied to city management and parking
  • Knowledge of Geographic Information Systems (ESRI ArcGIS) to develop layers and shapefiles, conduct spatial analysis, and produce maps a plus but not required
  • Knowledge of Adobe Creative Suite design software (Adobe Illustrator, InDesign, and Photoshop) a plus but not required

Experience

  • Bachelor's degree in analytical, quantitative methods field such as urban/transportation planning, economic development, public administration, landscape architecture, etc.
  • At least one year of job-related experience
  • Experience working on multiple projects and balancing multiple priorities
  • Experience working with local governments, commercial real estate developers, other built environment stakeholders, and/or the public desired

Salary Starting Range

$48,030.00 - $57,636.00 annually
