JOB SUMMARY
Manages successful execution of the stormwater inspection, maintenance, design and construction programs under the Sewer District’s Regional Stormwater Management Program (RSMP). Ensures policies, processes, procedures and outcomes are aligned with the Sewer District’s standards and goals of the RSMP. Oversees maintenance and construction work to ensure compliance with RSMP budget constraints, goals and quality standards. Manages workload, resources and priorities for multi-disciplinary Sewer District teams and acts as contact point for issue resolution. Directly supervises multiple managers in the RSMP. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
- Assists in developing long term, strategic objectives that align with Sewer District goals. Refines RSMP goals and sets priorities for utilizing resources. Works with the Director of Watershed Programs to develop plans for new initiatives.
- Works closely with other Watershed Programs department managers to develop annual prioritization and selection of RSMP projects and budget allocations.
- Oversees and ensures the successful transfer of stormwater assets from design, through construction, to long-term operation and maintenance with the SWIM group. Monitors close-out activities for each RSMP project.
- Participates in the nomination and validation of individual RSMP projects as part of the annual Stormwater Construction Plan development process.
- Oversees the scope development for individual RSMP projects and initiatives to support the RSMP group.
- Develops and presents long-term forecast and staffing needs within Stormwater Design, Stormwater Construction, SWIM and Stormwater Strategic Support groups.
- Develops and establishes RSMP requirements including standard operating procedures, audit items and appropriate contracting mechanisms.
- Develops annual RSMP budget and assists in tracking budget implementation throughout the year. Understands funding source requirements for all RSMP projects.
- Works with the Sewer District’s Legal department, Community Watershed Coordination and Watershed Technical Support groups to secure all necessary project agreements, property and easements in a timely manner for the successful implementation of the maintenance work and construction of RSMP projects.
- Reviews and approves the project plan and schedule for individual RSMP projects as prepared by project managers. Monitors and evaluates scope, schedule and budget against project deliverables.
- Manages resource allocation, loading and projections. Assists the RSMP group with obtaining appropriate resources to deliver projects. Reviews and approves major changes in RSMP projects and stormwater model data management tasks.
- Reviews and approves Request for Proposal (RFP) agreements, bid packages and/or contracts for projects under the Stormwater Construction Plan, Stormwater Strategic Support and SWIM programs. Attends internal pre-bid meetings. Provides final recommendations for contract award and project completion. Partners with legal department to review language and terms of agreements.
- Resolves program level coordination issues with customers and stakeholders.
- Provides constructability reviews for each scope of work. Monitors quality services during construction and inspection activities and monitors weekly contractor progress. Establishes construction guidelines for RSMP.
- Assists staff with resolving significant consultant and contractor issues.
- Supports weekly and monthly design and construction progress meetings.
- Establishes Key Performance Indicators (KPIs) for the design and construction components of the RSMP.
- Manages program-level risk, develops program-level change strategies, recommends and implements necessary changes to the design and construction components of the RSMP to meet KPIs.
- Reports the status and progress of the SWIM, design, and construction components of the RSMP. Ensures that established RSMP and project management processes, tools and information systems are used by project team members on all projects. Ensures compliance with Sewer District health and safety guidelines for assigned staff.
- Manages and motivates staff to obtain high productivity, results and morale. Appraises performance, creates staff development plans and individualized job training and coaching. Hires, trains and takes appropriate corrective actions as needed.
- Encourages cooperation between team members, creates and fosters a positive team environment. Emphasizes the importance of accomplishing work objectives and stimulates interest in projects and achieving objectives.
- Oversees and monitors key contractual and financial activities associated with the RSMP including invoices and pay applications as well as the approval of work and change orders.
- Provides RSMP coordination and arranges program review meetings as needed. Coordinates closely with Watershed Programs management
- Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
EDUCATION
Candidate must possess bachelor’s degree preferably in engineering, construction management or closely related field.
EXPERIENCE
- Candidate must possess ten (10) years of progressive responsibility in the execution, delivery and performance of high quality engineering and construction projects within budget. Experience must include procurement process management and vendor/contract interaction.
- Experience must include five (5) years of supervising, managing and/or leading people, projects and/or processes.
- Experience in the construction industry is preferred.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.
- Professional Engineers (PE) license or closely related technical license held in Ohio or another state that supports the technical aspects of construction is preferred.
- Certified Construction Management (CCM) certification or other related accredited certification is preferred.

- Candidate must possess strong public speaking skills.
- Candidate must possess the ability to effectively plan, coordinate, establish and maintenance effective working relationships and prioritize workloads based on available resources.
- Candidate must possess strong team leadership and people management skills.
- Candidate must be proficient in Microsoft Office Suite including Word, Excel, Outlook and PowerPoint.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position the employee must be able to analyze, comprehend, coordinate, make decisions, interpret, negotiate, organize, solve problems and complete tasks. Ability to communicate while exhibiting strong interpersonal skills is required. Employee must also possess numerical intelligence. Physical work will need to be performed including sitting, talking, typing, walking, balancing, bending, climbing, crouching, driving, feeling, kneeling, reaching and standing. Must be able to lift up to 20 lbs. occasionally. Position will require visual demands of accommodation and color vision. This position is primarily office work, but may occasionally require work around large machinery, inside confined spaces and at heights. While performing work outside of the office employee may be exposed to respiratory hazards, extreme cold/heat, wet/humid conditions and vibrations.
Pay Range: USD, Commensurate with Experience
$103,875 - $150,000
