Full-Time Recruiter: Career Development Counselor; MassHire; 37.5 hours per week; MCCC/MTA Unit Professional Position; Pay grade 4.

The primary responsibility of the recruiter is to recruit, vet, and refer qualified job seekers that are receiving services at the MassHire Merrimack Valley Career Center to job order postings generated by their Industry Sector Team (IST) business service representative (BSR) from businesses within assigned industry(s). The recruiter advises job seeker customers on such matters as job search methods and job interview process; reviews and analyzes customer information through records and interviews; delivers workshops and informational sessions; records comprehensive customer information in the Massachusetts One Stop Employment System (MOSES) database in a timely manner; and performs related work as required. This position does not work on the college campus. It is located at the MassHire Merrimack Valley Career Center at 420 Common Street in Lawrence.

Position is supervised by the Career Center Assistant Director.

Hybrid work schedule including 2-3 days in-person and 2-3 days remote work.

RESPONSIBILITIES:

  • Fill open job orders as developed by BSR staff with qualified unemployed or under-employed job seekers.
  • Manage full lifecycle of the recruitment process to ensure process efficiency including sourcing, screening, interviews and candidate preparation.
  • Utilize available tools to identify qualified candidates for open job orders.
  • Prepare and present qualified slate of candidates to open job orders. May interface with the client hiring manager to ensure satisfaction with referral and job placement services.
  • Work in tandem with employment counselors to cultivate candidate pipelines and match qualified customers to open positions.
  • Responsible for attracting prospective candidates to job postings by conducting internal and external searches through strategic sourcing (networking, cold-calling, job board utilization, etc.). Develop and implement innovative recruiting strategies including strong usage of sourcing channels and advanced internet mining techniques.
  • Develop understanding of business client culture across assigned industry to ensure best candidate selection. Learn and incorporate specialized skill sets that employers seek within those fields in the recruiting process.
  • Provide information, assistance, support and guidance to customers on such matters as job search methods, job interview process and identifying solutions to real or perceived barriers to employment. Recommend specific courses of action to prepare customers for employment opportunities.
  • Assist BRS with recruitments, job fairs, employer information sessions and other employer related activities.
  • Serve as back up case manager for job ready customers to determine job search progress until the customer has obtained employment.
  • Facilitate career center seminars, workshops, and conduct RESEA reviews which include intensive one-on-one career action plan and job search review.
  • Maintain and document all services and notes in the Massachusetts One Stop Employment System (MOSES) database for monitoring review and compliance.
  • Maintain liaison with public and private organizations, including WIOA partner organizations and community organizations, to promote programs and services, exchange information and develop the resources necessary to provide high quality customer services.
  • Perform related duties such as maintaining records, preparing reports and attending meetings.

Job Requirements:


MINIMUM QUALIFICATIONS:

  • Bachelor's degree in a related field
  • Minimum of three (3) years of experience in workforce recruitment, workforce development, job development, human resources, or sales
  • Computer skills, including Word, Excel, Power Point, and Outlook
  • Access to reliable transportation including proper vehicle insurance maintenance
  • Ability to travel within the greater Merrimack Valley (including Lowell)
  • Willingness to work evenings and Saturdays when needed, which will be paid in accordance with the collective bargaining agreement

PREFERRED QUALIFICATIONS:

  • Bilingual English/Spanish strongly preferred
  • Ability to work independently
  • Strong customer service and oral and written communication skills
  • Ability to interact with a wide range of individuals and personalities
  • Ability to develop and maintain effective working relationships with community and partner agencies
  • Ability to adapt to constantly changing environments and priorities
  • Experience working with and supporting a culturally diverse population

BACKGROUND CHECK: Candidates will be required to pass a CORI and SORI check as a condition of employment.

COVID-19 VACCINATION REQUIREMENT: Candidates for employment should be aware that all Northern Essex Community College students, faculty and staff have been fully vaccinated since January 3, 2022. Accordingly, initial employment is dependent upon receipt and verification of full vaccination status records; details of how to fulfill vaccine record verification requirements will be provided during the hire and onboarding process.


Additional Information:


SALARY:
Anticipated salary range is $52,754.00 to $57,754.00 annually; pay grade 4. Includes a complete fringe benefit package such as competitive health insurance, free dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.

Actual salary calculated in compliance with MCCC/MTA classification system. Transcripts will be required at the time of hire.
