The Northern New England Passenger Rail Authority (NNEPRA) is a public transportation authority created to develop and provide passenger rail service between Maine and Boston and points within Maine. NNEPRA’s small and dedicated team manages the budget, contracts, promotion, capital projects and customer services associated with the Amtrak Downeaster and is respected nationally for innovation and commitment to excellence.
NNEPRA is seeking an experienced Finance Manager to serve as the principal financial officer, providing stewardship, expertise and foresight to guide the fiscal management and administration of the Authority.
Responsibilities:
- Develop, manage and continually monitor the annual operating budget and oversee the financial management of capital projects.
- Implement reporting processes and response plans that ensure compliance with established commitments.
- Manage grant and public financial accounts, including audit and reporting functions.
- Perform accounts payable services, prepare required disbursement and reconciliation documentation under terms of various agreements and coordinate payments with the Treasurer of the Board of Directors.
- Manage employee payroll, benefits and human resources functions with external support partners.
- Provide advanced quantitative and qualitative financial analyses as necessary.
- Maintain cash positions to ensure adequate cash flows to support operation of the authority and its employees.
- Produce financial reports related to budgets, accounts payable, grants, projects, etc.
- Support procurement and contract management services that provide quality and cost- effective vendors and services within established procurement protocols.
- Perform ad-hoc projects and activities to support service delivery and customer service.
- Remain current and engaged in subject matter through networking and peer relationships with Federal Transit Administration, Federal Railroad Administration and other funding partners or transportation providers.
Skills and Qualifications:
- Bachelor’s Degree in business, accounting, public administration, or a closely related discipline; and 5 years of professional experience involving analysis and evaluation of budget development, accounting, and maintenance of financial systems.
- Substantive demonstrated experience/knowledge in operations, finance and analysis.
- Excellent quantitative and qualitative analytical skills and detail orientation with proven ability to manage multiple projects and work independently.
- Proficiency in Excel, and SAGE financial management software preferred.
- Experience in public sector grant management.
- High ethical standards
- Strong communication skills with ability to work cooperatively and effectively interface with individuals at various levels within and outside the organization.
