Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.

Reporting directly to the Solutions Delivery Officer, the Director of Business Analysis and Intake will lead a hybrid team of next gen business analysts and product owners in the elicitation and gathering of user stories, requirements, and/or product definitions as required by the project methodology. The successful candidate will work closely with team members to ensure that all business stakeholders needs are received, defined, and translated to FIT technologists so that the agency's use of IT and data aligns with business strategy and mission.

Responsibilities will include but not be limited to the following:

  • Participate in the initial review of project requests to ensure business needs are understood and resourced with the correct business analyst.
  • For all assigned projects, establish a work plan and staffing for project activities, sprints or phases, and arrange for recruitment or assignment of project personnel.
  • Review the teams' product/project documentation to ensure that each user story or requirement is tied to success criteria and is shared with QA staff for testing purposes.
  • Vet the business process flows, user stories, success criteria, or other analytical work products of an external service provider or consultancy contracted to execute a project to ensure accuracy and quality.
  • Encourage the team to use the tools appropriate to the selected project methodology to complete assigned project activities, document agreements, communicate to project stakeholders, and escalate issues on a timely basis.
  • Support FIT's ongoing technology prioritizing and planning process as needed.

Minimum Qualifications


1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

- 7 years of progressively responsible IT experience, with demonstrated sensitivity and commitment to business problem solving. - 5 years of successfully providing business analysis for complex, high stakes public sector digital and/or IT projects. - Distinctive blend of business, IT, financial, and communication skills. This blend is vital because this is a highly visible position with substantial strategic impact. - Proven, successful experience with leading business analysis using Agile, Waterfall, and Hybrid project methodology. - Strong ability to quickly grasp and articulate business needs while at the same time having the negotiation skills required to manage business stakeholder expectations and maintain a high level of trust and confidence. - Significant knowledge of project planning/scheduling tools (for example Azure Dev Ops, Jira, Microsoft Project, or Open Workbench) with a solid record of disciplined, routine use and practical application. - Ability to collaborate quickly and effectively with other Solutions Delivery Office teams, technologists, and business stakeholders to deliver optimal solutions on time and budget. - Experience in leading diverse teams with direct management experience a strong plus but not a requirement. - Knowledge of Azure and AWS Cloud Platforms is a plus. - PMI-PBA, Certified Business Analysis Professional (CBAP), Certified Agile Business Analyst Professional (CABAP), Certification of Capability in Business Analysis (CCBA), or equivalent certifications are expected but not required.
