The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.
The Manager, Capacity Accreditation is responsible for the management of the Capacity Accreditation (CA) process to ensure accurate Capacity Accreditation Factors (CAFs) are developed as detailed in the NYISO’s Tariffs and ICAP Markets Manuals. This individual leads staff responsible to develop and execute the CAF calculation procedures and other relevant ICAP Market processes such as determining and posting the Capacity Accreditation Resource Class (CARC), and enhances the CA processes and procedures as the modeling and methodology evolve.
In addition, the Manager, Capacity Accreditation develops inputs to ICAP Markets and Resource Adequacy modeling as related to generator performance, and coordinates and provides NYISO representation on various internal business groups and Market Participants as related to Capacity Accreditation and generator performance.

This position does possess supervisory responsibility and there are non-supervisory employees who report to this position.

ESSENTIAL DUTIES And RESPONSIBILITIES
- Manage the Capacity Accreditation activities in processes highly visible to Market Participants, including determining and posting the CARC and associated CAFs. Lead departmental activities to ensure there are no errors, that tariff and time schedule requirements are met and to ensure compliance with internal procedures.
- Collaborate with internal business units and direct the development, implementation, and enhancement of the NYISO CA processes as consistent with NYISO’s Tariffs, working closely with Market Design and with inputs from Market Participants. Manage technical discussions, training, the establishment of new Department processes and communication with internal and external stakeholders.
- Direct other activities to develop inputs related to generator performance to the ICAP Markets and Resource Adequacy modeling, such as generator unit specific Derating Factors, EFORd calculations as well as ICAP to UCAP translation. Coordinate with ICAP Markets Operations and Resource Adequacy to ensure accurate and efficient data transfer.
- Ensure documentation associated with Capacity Accreditation processes and generator performance inputs for ICAP Markets and Resource Adequacy modeling, including internal procedures, ICAP Manual, and NYISO tariffs, are up-to-date. Initiate changes as needed for internal approval and coordinate through NYISO governance structure as required.
- Direct, implement, test and maintain all software changes to the CAF automation tool to improve performance and support market design initiatives.
- Manage process integration and foster an environment of collaboration with the Managers, ICAP Market Operations and Resource Adequacy, and Director, Market Mitigation and Analysis as well as with other key internal stakeholders.
- Provide technical expertise in support of Legal and Regulatory Department matters pertaining to all aspects of Capacity Accreditation.
- Coordinate stakeholder feedback on the CA setting process, prioritize issues relevant to the NYISO and its Senior Leadership Team, and escalate relevant questions.
- Make recommendations in relation to Capacity Accreditation, as appropriate, to the Operating Committee (OC), Management Committee (MC), and Board of Directors.
- Administer the adherence to corporate wide defined SSAE16 process and procedure Audit principles through the adaptation of best practices and periodic audit activities.
- Provide guidance and recommendations on other market design, operations, market operations, and planning efforts, as needed.
- Responsible for establishing and consistently maintaining a collaborative environment that leads to opportunities for team and individual growth, accomplishment, and reward. Perform management duties including staff supervision, career guidance, budget preparation, resource allocation, operating decisions and related.

QUALIFICATIONS:
- Bachelor’s degree (BS) in Engineering Management, Business Administration, Electrical Engineering, or related technical field required; Master’s degree preferred.
- Seven years of related experience in planning, technology analysis in a combination of the following: utilities industry, energy or financial markets; or equivalent combination of education, training and experience.
- Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from Market Participants, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.
- Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
- Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs. Advanced proficiency in numerous database and modeling software tools such as SAS and GE MARS or equivalent, and experience with AWS infrastructure is desirable.
