Overview:
We are seeking a CFR (Construction Field Representative) who will perform a construction management role and construction field oversite on various tenant improvements and construction projects across multiple ORNL facilities. This position resides in the Tenant Improvements and Computing Projects Team in the Laboratory Modernization Division, Facilities & Operations Directorate, at (ORNL).
Major Duties/Responsibilities:
- Interacting with tenants, customers, facility personnel and all other stakeholders on services being performed. Write scopes of work to meet the needs of the customer and create Division 1 specifications. Reviewing estimates, proposals, SDS, drawings, material and engineering submittals for accuracy and consistency of the scope. Conduct pre-construction kick off meetings, develop and manage schedules, monitor key milestones, and conduct status updates with all stakeholders.
- Conduct daily field inspections of all active roofing and construction sites. Inspections will be focused on safety (OSHA and DOE Standards), scope, general quality, compliance with construction drawings and specifications, and monitoring progress relative to the schedule. Review job site HAs (Hazards Analysis) JHAs (Job Hazards Analysis), SDSs, outage plans, create and review penetration and excavation permits and performing risk assessment. Witness acceptance testing (pressure tests, concrete tests, roof pull/uplift test per national standards, load bank testing, HVAC T&B, City inspections, commissioning) and perform inspections as required per the scope and per equipment and system specifications. Additional duties would include transmitting test reports to project record file, assist in reviewing record drawings, and reviewing pay apps. Will work with contractors to resolve problems in the field, recognizing change in scope and preparing and managing change orders.Advise on waste stream and spoil removal. Schedule punch walks and manage punch lists across all construction jobs to ensure they are addressed in a timely manner and close out projects.

Basic Qualifications:
- A bachelor's degree in Engineering, Construction Management or other relevant degree.
- A minimum of two years' experience in construction management of multiple disciplines.
Preferred Qualifications:
- Good understanding of safety requirements related to working at elevated heights, such as scaffold, roofs, ladders, fall protection, and man lifts.
- OSHA 30 Construction Safety preferred.
- Excellent written and oral communication skills.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
- Experience in design build construction projects and developing scopes of work.
- Experience in roof standards, roof construction and roof replacement and the various methods and systems used on commercial roofs, including roof repairs and maintenance programs.
- Experience in recognizing roof deficiencies, damage, and providing solutions for repair. Performing sample and test methods for roof condition assessment and pinpointing problem areas in the roof system.
- Managing documents such as warranties and service contracts and providing all closeout documentation to administration to save in engineering data base systems.
- Experience performing constructability reviews, options analysis, and conceptual engineering for field construction conditions not anticipated during project design.
- Experience in coordination of construction work in sensitive research facility settings including computer rooms, energy plants and utility rooms, research laboratory spaces, data visualization studios, etc.
Special Requirements:
- Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
- Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
