Responsibilities
OBXtek is recruiting for a Program Manager to support the Department of State IT Governance Support Services Bureau of Consular Affairs. This position supports the decision-making framework for addressing several enterprise-level initiatives within CA/CST and ensuring that all work activities are performed in a timely, efficient, and cost-effective manner while maintaining the highest quality of performance.
The tasks for this position include:
- Manage the personnel and staffing (including development, training, maintenance of staff clearance and evaluation)
- Allocate and schedule the contract resources
- Coordinate and communicate with Government management and technical resources
- WBS for resources, milestones, deliverables, activities
- A Mission Statement for the task order demonstrating alignment with CA/CST’s mission
- Management structure, organizations, roles and responsibilities, and communication methodology
- Subcontracting plan
- Management approach to providing all contract support services
- Management approach to formulating and enforcing work and quality standards, establishing schedules, reviewing work in progress, and managing personnel, including Subcontractors
- Personnel training approach
- Management approach to tracking and controlling costs
- Risk management plan including how the contractor will identify, assess and mitigate risks during the life of the contract
- Roll-on, roll-off, and transition procedures including the process to obtain government review and approval of contractor resources proposed to perform under the contract
- Approach for communicating individual task requirements, resolving technical service and personnel issues, and managing communications among the Contractor, the Government, and other contractors
- Approach for remaining compliant with all established regulations, guidelines, policies, procedures, and adapting to regulation changes
Qualifications
Required:
- Active Secret Clearance
- 12 years of PM experience
- Active Project Management Professional (PMP) certification from the Project Management Institute (PMI) during the life of this contract
