BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Finance and Treasury (OFT), Revenue Collections Unit. The incumbent is responsible for providing assistance to the Revenue Operations Officer with functions relating to the revenue collections and dishonored checks within the parameters of the legal requirements and policy guidelines established by the Chief Financial Officer, Treasurer, and Associate Treasurer for Operations and Banking.  Duties include, but are not limited to coordinating the implementation of revenue collection systems with respective agencies. Developing and writing all required policies and procedures needed for any new system or process implementation. Performing an annual audit of each site for maintenance, ongoing training requirements, development of agency desk procedures, and installation of upgrades. Implementing and supporting merchant services processing to include but not limited to researching and implementing card terminals, payment gateways, and coordinating general needs of new merchant sites. Overseeing the following revenue collection contracts, invoice approvals, payments and revenue reconcilements: the Armor Car Contract, web portals, and copier collections.  The incumbent must demonstrate basic cash handling risk knowledge, and reconciliation knowledge between the system of record, armored car pickup, and bank statement. Preparing and submitting monthly reconciliations of all cash management systems. Monitoring the collection of revenue from OFT and non-OFT collection sites.  Performing other related duties as assigned.
Three (3) years of progressive work experience performing duties related to managing and analyzing financial information, revenue collection systems; overseeing bank reconciliation and cash management operation processes; applying accounting, audit and financial management principles; and proficiency in developing comprehensive oral and written reports. 

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

Employment with the OCFO is at will.  However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS: 

 

An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
