The Department of Justice is seeking a dynamic, experienced executive to serve as Deputy Executive Secretary. The Executive Secretariat (Exec Sec) provides direct support to Department leadership, including managing DOJ's internal clearance process for decisional documents. The Deputy Executive Secretary will serve as a senior advisor to Department leadership on a range of issues related to internal coordination and will oversee Exec Sec's operations.

Executive Core Qualifications (ECQ)

OPM has identified five ECQs. The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used in selection, performance management, and leadership development for management and executive positions. Your resume must demonstrate evidence of all 5 ECQs below through your work experience.
  • ECQ1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  • ECQ2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • ECQ3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  • ECQ4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
  • ECQ5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Note: If selected for the position, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

Mandatory Technical Qualification (MTQ)

MTQs refer to the mandatory skills you must have to qualify for a high position. In addition to the ECQs, your resume must demonstrate evidence that you possess the necessary technical skillset for this position. If you are a member of the SES, you must address the MTQs in your resume. Failure to do so will result in your application being deemed ineligible.

The MTQs for this position are:
  • MTQ 1 - Experience planning, coordinating, and overseeing the execution of projects to deliver the strategic priorities of a federal agency, or like organization; providing highly specialized policy recommendations and broad organizational change to management; and advising agency leadership on significant decisions and their consequences.
  • MTQ 2 - Demonstrated administrative expertise or management skills in a federal agency, or like organization, and an understanding of organizational effectiveness to engage with senior executives from other agencies.
  • MTQ 3 - Direct knowledge of and experience within an Executive Secretariat, or prior management experience in a Federal agency, or like organization.
