What are the responsibilities and job description for the Surtax Project Coordinator position at Okaloosa County?
Surtax Project Coordinator: Supervises financial, inventory control, and budgetary functions within the department and provides operational and special project support.
- Coordinates daily execution of surtax funded capital improvement projects; reviews detailed cost estimates and time schedules prepared by consultants and construction contractors; monitors progress for compliance with budget, schedule and project scope.
- Performs administrative duties as required; prepares written reports and maintains data, issues directives to consultants and contractors.
- Responds to inquiries and resolves complaints from contractors, consultants and the general public.
- Serves as liaison to contractors on civil and architectural plans and specifications on projects as assigned.
- Assists design team with preparation of construction front-end boilerplate documents for use during the procurement process.
- Ensures project completion within established time frames and budgets; meets with consulting engineers, contractors and construction personnel regarding work progress, quality and safety requirements.
- Monitors project management reports, work progress assessments, cost control systems, construction changes/claims and project closeout for all phases of construction projects.
- Documents issues that may impact project costs and schedules.
- Provides periodic updates and budget reports, forecasts, scopes of work, cost estimates and time schedules.
- Coordinates, reviews and forwards periodic payment requests from consultants and contractors.
- Performs related duties as required.
Education, Training and Experience: Associate’s Degree in Project Management, Construction Management or a closely related field supplemented by four (4) years’ experience in public works related projects, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Experience with a municipal organization preferred.
Licenses and/or Certifications: Requires a valid driver license.
Physical Requirements: Must be physically able to exert up to 50 pounds of force occasionally, or up to 20 pounds of force frequently, or a negligible amount of force constantly to move objects. Must be able to move about on hand and knees or hands and feet. Must be able to reach, extending hand(s) in any direction. Must be able to handle, seize, hold, grasp, turn or otherwise work with hand(s). Must be able to sit for approximately 50% of the time. Physical demands exceed those of sedentary work.
Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Requires the ability to read a variety of policy and procedure manuals, work orders, logs, technical data, etc. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar. Must be able to speak with clarity, voice control and confidence and to articulate information to others. Must be able to communicate effectively and efficiently in a variety of technical languages, such as computer and accounting as used within the parameters of the job.
