RISK MANAGEMENT SPECIALIST, SENIOR : $27.07 PER HOUR $56,305.60 YEARLY
Progression in position occurs over time advancing levels within the position from a Specialist I to II and Senior. The Specialist II level is when the position takes on more independent responsibility of each function and the Senior level is focused more on taking a leader role in the risk management/safety division.
JOB SUMMARY: Provides all risk management functions of absences under FMLA, Short Term Disability, Worker’s Compensation in addition to all aspects of related liability policies for the District; establishes and maintains insurance records, and ensures compliance with terms and conditions and insurance policy documents. Ensures proper maintenance of records retention files. Works directly with Director of Human Resources and the District’s Safety Specialists providing administrative support as necessary.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Supports the management of a comprehensive District-wide risk management and insurance program which includes: planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensuring compliance with Federal, State, and Local laws, regulations, codes, and/or standards; consults with insurance carriers on claims; advises employees on insurance claims.
- Assists with the administration of the Worker’s Compensation program. Receives, reviews and processes all injury reports. Monitors Workers Compensation claims files. Facilitates notifications from employees or supervisors, ensures employee drug testing, submits notifications to WC carrier, facilitates communication between carrier and employee and other similar steps as required. Coordinates with employee return to work status and the provision of light duty as applicable.
- Assists with the administration of all liability insurance policies to include: General Liability, Excess Liability, Property, Automobile and Errors & Omissions (E&O).
- Assists Safety Specialists in investigating all claims for cause and prevention; coordinates with HR Director and Safety Specialists to recommend remedial training for employees and supervisors; assists with coordinating medical care and rehabilitation.
- Assists Safety Specialists with conducting investigations related to Worker’s Compensation and other related liability insurance.
- Assists with the administration of FMLA (Family Medical Leave Act) and STD (Short Term Disability). Fields questions from employees and supervisors, processes claim paperwork and acts as liaison during process from claim to return to work.
- Assists Safety Specialists with maintaining dashboard database of safety worksite visits.
- Assist in emergency response preparation and execution of emergency sustainment actions.
- Assists with annual renewals and policy audits.
- Assists in maintaining all insurance contracts and policies.
- Maintains records retention files for the District.
- Processes certificate of insurance requests.
- Maintains database of all claims and incident reports.
- Performs other duties as assigned.

EXPERIENCE AND EDUCATION:
High School diploma and seven to ten years related experience or
Associate’s Degree and two to less than five years related experience or
Bachelor’s Degree and less than two years related experience.

TECHNICAL SKILLS REQUIRED:
- Incumbent is encouraged to complete the State of Florida Department of Management Services Division of State Purchasing Training within 2 years of assignment. After training, must exhibit knowledge of the State and District’s regulations, guidelines, and policies covering contracting process for public entities.
- Requires knowledge of District’s policies and procedures and local, state and federal regulations applicable to procurement
- Requires knowledge of the Florida Statutes regarding Specialist Districts; familiarity with the Florida Special District Handbook.
- Must be proficient in use of personal computer and accompanying word processing, spreadsheet, and database programs
OTHER SIGNIFICANT FACTORS:
- Must be appropriately attired for an office environment
- Regular attendance is an essential function of the position
- May be required to work other than normal work schedules
- May be required to work overtime with little notice
- Physical Effort: Requires sitting for long periods of time, standing for long periods of time, walking, bending, and light lifting
