Core areas include the following: cost of service, accounting, and financial analysis/audit in association with the regulation of energy related public utilities. Includes recommendations related to policies and procedures associated with the assigned area. Oversees recommendations of the assigned core function area to the Commission, other agencies, the public, and legislature to ensure consistency and thorough support. The candidate will report to a senior member of management and will provide assistance to Division management. Typical Functions Plans and organizes functions/activities in financial accounting audits or studies concerning statewide operations of all electric, gas, water, and cotton gin utilities regulated by the Commission; determines current trends in utility regulation and financial accounting policy, quantifying the economic and financial impact of ratemaking; prepares internal recommendations concerning advanced utility regulatory topics including but not limited to cost of service and rate design. Helps to provide team leadership and train staff in regulatory theories, concepts, principles, and operations and ensures day-to-day progress towards goals, objectives, and time frames. Helps to assure staff is embracing the team concept approach and coordinating effectively with each other, other PUD groups, and Division management. Plans and directs the formulation, determination, and implementation of energy and/or regulatory policy, programs, projects, and strategic plans under supervision of Division management. Participates in the case processing involving energy reviews, analysis of operations; relies on policies and procedures for reviewing applications and analysis for alternative forms of regulation; changes in services; cost of service studies, revenues, and other economic, operational, and financial conditions. May coordinate analyses with other divisions as needed and recommend appropriate action to Division management. Keeps well-informed of technological developments, operational, financial, regulatory and policy aspects. Prepares schedules, adjustments, and other economic, operational, and financial related data. Reviews case documents, staff findings, testimony, and exhibits for technical/theoretical accuracy; presents testimony in Commission hearings as required. May represent the Division at various conferences and meetings concerning regulated matters or affected by the division; advises Division management and Commission on implications of proposed changes in regulatory policy as needed. Level Descriptor At this level, employees are assigned overall responsibility for planning, organizing, directing, and coordinating the administration, activities, and functions of a state-wide operation of a major program(s) that have a major impact on the principle operations of a large agency. Typically, these positions are found in large agencies. Education and Experience This position requires highly specialized skills in applicable regulatory areas. Must have a minimum of a bachelor’s degree in accounting, management, finance, or other relevant field and five (5) years of applicable professional experience. Requires excellent writing, analytical, organizational, and oral communication skills; proven or clearly demonstrated potential for planning, leadership, staff training, and policy development responsibilities is essential; demonstrated ability to balance multiple projects and properly handle administrative tasks; to operate as a member of the team, embracing and advocating the policies, goals, and objectives of the Division and to motivate staff. Knowledge, Skills, Abilities and Competencies Knowledge of current auditing standards, particularly in public utility accounting practices and procedures; of Commission rules and regulations and policies; of Commission hearing process and procedure; of state and federal laws related to public utilities; and of effective research techniques. Skill in preparation of technical reports and schedules of audit findings; in evaluating fiscal records and reports for analyzing problems and adopting appropriate course of action; in effectively communicating complex theories and ideas both orally and in writing; in organizing and conducting numerous and various projects simultaneously; and in establishing and maintaining effective working relationships with industry officials and the public. Must possess strong interpersonal, organizational and leadership skills. Demonstrated ability to make sound decisions and exercise independent judgment that supports the goals and objectives of Division management, as well as practicing team building and promoting harmony, teamwork, cooperation, and positive interaction with supervisors and peers. General knowledge of state and federal laws and of the legislative process related to the utility regulation; of complex economic, operational, and financial theory and analysis; of statistical analysis methods and principles; of basic accounting principle; of computer models and spreadsheets; and performing quantitative analysis. Must possess exceptional skills in expressing ideas clearly and concisely, both orally and in writing, to include public speaking; in establishing and maintaining effective working relationships with industry officials and the public; in organizing and conducting several projects simultaneously; in meeting strict deadlines; and the ability to work independently. Additional Job Description Core work hours for the Oklahoma Corporation Commission are Monday through Friday, 8am-4:30pm. This schedule may require flexibility based on the needs of the agency.
