Summary This is a high-level professional planning and administrative position, demonstrating comprehensive knowledge of the physical, social and economic implications of local planning and zoning activities and the ability to integrate diverse planning projects with the overall objectives of the county. The work is performed under the policy direction of the County Judge/Executive, Fiscal Court and the Planning Commission members. General supervision is exercised over all planning staff and activities.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Plans, directs and reviews the work of staff;

Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data;

Confers with local authorities, civic leaders, social scientists, and land planning and consultants to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses;

Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and growth management techniques to address rapid growth issues;

Delivers addresses before civic groups and planning conferences;

Reviews and evaluates environmental impact reports applying to specified private and public planning projects and programs;

Designs master plans;

Attends state, regional and national conferences and planning institutes;

Serves as professional staff advisor to the County Judge/Executive, Fiscal Court, Planning Commission and Boards of Appeals on matters related to planning, zoning and development;

Understands and applies growth management techniques to address rapid growth issues.

Supervisory Responsibilities

Manages the Planning & Zoning Department. Director is responsible for the overall direction, coordination, and evaluation of these units. Responsibilities include interviewing, recommending hiring, and training employees; planning, assigning, and directing work; appraising performance; recommending the rewarding and disciplining employees; addressing complaints and resolving problems.

Education And/or Experience

Master's degree in urban or city planning, landscape architecture, engineering, architecture, or a related field.

Seven to nine years of experience in city planning at a management level.

AICP Certification (or equivalent national certification)

Other combinations of experience and education that meet the requirements may be substituted.
