What are the responsibilities and job description for the Manager of Benefits position at Ollie's Bargain Outlet, Inc.?
The Manager of Benefits is responsible for the overall administration of the company Associate benefit programs. This position is responsible to follow established policies, procedures and guidelines to maintain company Benefit programs related to Company provided Health care benefits, Voluntary benefits, COBRA administration, Compliance, Reporting, Vendor relationships and 401K administration and compliance.
Primary Responsibilities:
- Maintains all company benefit plans and the relationship between all benefits vendors and the Company’s benefits broker.
- Plans and analyzes all benefit plan design and presents fiscally responsible plan design to the SVP HR, CEO, COO and CFO for every benefit plan year and future years.
- Maintains strong understanding of benefit costs both current and trending and suggests any action needed as a result of those costs.
- Studies the trends of current employee data and competitor data to determine the appropriate benefit offerings for Associates and the Company.
- Analyzes proposed benefits and the associated costs and works with the SVP HR to present new benefit programs to the Company.
- Ensures all necessary reporting both internally and externally occurs and maintains SOX and SEC compliance.
- Tracks eligibility of employees to ensure compliance with the Affordable Care Act eligibility standards.
- Ensures compliance with all federal programs such as COBRA, HIPAA, Section 125, Summary Plan Descriptions, Medicare Part D Creditability, Form 5500 and 1095-Cs.
- Enters benefit related information into HRIS database and updates and maintains benefits related procedures as necessary within the HRIS database.
- Assists with preparation of various governmental reports and filings, in preparation of Summary Plan Descriptions and planning wellness initiatives and activities.
- Works to establish more effective ways to host our annual Open Enrollment process and establish relationships with vendors to execute a seamless open enrollment process for all Associates.
- Manages the 401K program and takes ownership of all compliance matters related to the 401K.
- Partners with the 3(21) fiduciary and the 401K fiduciary committee to ensure all meetings and actions related to each meeting occur.
- Manages the relationship of the 401K audit process and filing of the 5500.
- Complete any additional responsibilities and/or duties as assigned.
Qualifications:
- 10 years of employee benefits experience on a Human Resources team
- Bachelor’s degree in Human Resources, Business Administration or related field.
- Required knowledge of relevant laws and regulations applicable to benefit plan administration, FMLA, HIPAA, COBRA, 401K administration.
- Ability to maintain confidentiality in handling employee information.
Physical Requirements:
- Physical ability to sit for extended periods and work at a computer.
- Ability to see, hear, and speak regularly.
- Ability to work in a constant state of alertness and safe manner.
