Description

Under limited supervision, the incumbent is responsible for the overall management of the residents’ home, ensuring that programs are implemented properly to meet the individual goals of residents. The incumbent will carry out duties and responsibilities in accordance with the organizations policies and procedures, applicable to federal, state, local standards, guidelines, and regulations as directed by the Program Director.

Requirements

Essential Duties

*Direct Care

-Interact with residents by listening to their issues, responding to their requests and concerns, sharing ideas and humor, and participating in meals and other activities.

-Assist residents with daily living skills, meal preparation, self-care, health care, and maintenance tasks as needed.

-Support residents in identifying, planning for, and participating in community events and activities.

-Assist residents in developing and maintaining friendships and family relationships through various means such as correspondence, phone contact and assisting to plan and coordinate social activities.

-Support residents in purchasing household supplies, personal items, and groceries.

-Support residents in identifying, securing, and utilizing transportation based on their individual preferences and needs.

-Implement behavior support plans, intervene with residents in response to challenging behavior, and diffuse crises situations as they arise.

- Critically evaluate the quality of supports provided to the residents who receive services and continuously strive for improvement.


*Facilitating and Supporting

-Communicate with, consult, and inform county case managers, other support agencies, and support team members in their efforts to identify and support the desires, preferences, issues, concern, and other supports for residents while respecting the rights of residents served.

-Network with other service agencies to learn new ideas and strategies for supporting residents.

-Coordinate or assist in the development of new programs and support services.


*Program Planning and Monitoring

-Develop, implement, and monitor resident support plans or assist Direct Support Professional (DSP) in this process.

-Facilitate person-centered planning meetings for residents or assist DSP in this planning process.

-Coordinate the development of new services for people who are new to the program.

-Coordinate and facilitate annual, quarterly and as needed consumer planning meetings or assist DSP in this process.

-Develop and monitor the implementation and documentation of individual progress toward personal goals.

- Complete required charting and documentation and reports regarding progress toward meeting individual goals and outcomes (e.g., daily charts, monthlies, quarterlies).

- Observe, monitor and provide feedback to DSP regarding the implementation of individual support plans.

- Supervisors design, implement and monitor behavior support plans, the use of aversive and derivative procedures (Rule 40) and psychotropic medications.

- Complete necessary paperwork when a resident is discharged from a program.


*Personnel/Staffing Management

-Coordinate personnel management by training new staff, conducting performance reviews, facilitating teamwork and staff meetings, assist in creating job descriptions, delegating tasks and responsibilities, encouraging effective communication, defusing crises and conflicts between DSP, and implementing grievance procedures.

-Follow up on reports of DSP injury at work and all workers’ compensation related issues.

-Upon completing performance reviews, make recommendations regarding merit increases.

-Provide coaching and feedback to staff regarding performance related issues.

-Respond to staff questions and crises when they are on-call (e.g., via pager or cell phone).

-Initiate “debriefing sessions” or discussions with staff following a crisis or incident or accident.


*Scheduling and Payroll

-Develop staff schedules within budgetary limitations, under agency policies and rules, and in response to residents’ needs.

-Solicit and approve DSP time sheets.

-Approve DSP leave (e.g., vacation, sick, and personal).

-Secure DSP to fill-in when vacancies occur due to illness, resignation, vacation etc.


*Coordinating Policies, Procedures and Rule Compliance

-Follow through on reporting procedures for vulnerable adult investigations as required by the organizations’ policy and procedures and state law.

-Have current information and knowledge regarding all state rules and regulations, and agency policies and procedures.

-Ensure compliance with state rules, regulations, and laws as well as agency policies and procedures.

-Participate in and respond to issues identified in licensing reviews, audits, and quality assurance monitoring activities.


*Training and Staff Development Activities

-Attend and actively participate in agency management, planning, and cross-functional work group meetings.

-Attend in-service training, participate in continuing education, and work with Program Director on the development and implementation of a supervisory development plan.

-Coordinate, schedule and document DSP participation and performance in orientation and in-service training and completion of other alternative self-directed learning and development.

-Teach and coach DSP in the most effective approaches to achieve these direct support competencies.


*Maintenance

-Schedule, monitor, and arrange for (or complete) household maintenance tasks in accordance with routine schedules and in response to emergency needs.

-Get bids and estimates from outside contractors regarding maintenance issues and consult with organizations’ maintenance personnel as needed.

-Arrange payment for needed maintenance (e.g., obtain the purchase orders, submit invoices, process check request, and obtain Program Directors’ approval).

-Maintain a safe environment and coordinate services or perform duties as needed to ensure safety (e.g., snow removal, adequate lighting).

-Ensure basic routine household maintenance tasks are completed (e.g., lawn care, changing light bulbs, water plants).

-Identify maintenance responsibilities that can be delegated to DSP and provide staff with the necessary instructions and resources to complete the tasks.


*Health and Safety Issues

-Identify and monitor safety issues within the physical environment.

-Ensure that infection control procedures are used as necessary and in accordance with policy and procedures.

-Monitor residents for health-related concerns and respond by reporting issues to organizations’ RN and documenting as needed.

-Provide first aid and arrange for emergency medical appointments as needed.

-Order medical supplies (e.g., medications, assistive devices, adult briefs), interact with pharmacies, and arrange for medications to be picked-up or delivered as needed.

-Ensure fire and emergency drills are scheduled, completed, and documented as required by agency policies and procedures.

-Ensure that DSP administer medications and treatments as prescribed and in accordance with agency policies and procedures.

-Obtain consent for medical interventions, procedures and medications from the resident’s legal guardian.


*Financial Activities

-Support DSP or residents in preparing bank transactions (e.g., deposits, transfers, withdrawals).

-Prepare and review budget reports (e.g., monthly, quarterly, and annual).

-Monitor, approve, and arrange for payment of household bills.

-Ensure residents bills are paid in a timely manner.

-Complete and approve expense reimbursement requests made by DSP.


*Office Work

-Answer the telephone and return phone calls promptly when messages are left.

-Monitor and respond promptly to messages on answering machines, pagers, and voice mail.

-Read and respond promptly to mail and e-mail.

-Use the computer for word processing, database management, and creation of spread sheets.

-Effectively complete various office tasks (e.g., copying, filing, and typing).


Required Skills

Language Skills - Ability to read, write, and comprehend English effectively.

Mathematical Skills - Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Reasoning Ability - Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Strong decision making, problem solving, and judgment skills. Ability to remain objective in dealing with employees.

Effective communication skills - written and oral


Physical Requirements

These physical demands are representative of the physical requirements necessary for an employee to successfully perform the essential functions of the House Supervisor’s job. While performing the responsibilities of the House Supervisor's job, the incumbent is required to talk and hear. The incumbent is often required to sit and use his or her hands and fingers, to handle or feel. The incumbent is occasionally required to stand, walk, reach with arms and hands, climb or balance, and to stoop, kneel, crouch or crawl. Vision abilities required by this job include close vision.


Work Environment

The noise level in the work environment is usually quiet to moderate. The incumbent may be subject to hostile and emotionally upset residents, employees, family members and the general public; maybe subject to physically aggressive residents. The incumbent is subject to flexible hours including split shifts and varied days and times including mornings, afternoons, evenings, and weekends depending on program needs.


Required Education and Experience

-High School Diploma or General Education Degree (G.E.D.)

-Two to three years of experience working with adults with developmental disabilities in a residential setting required

-Qualified status under Minnesota Rule 11 must be maintained (Criminal background studies of an individual affiliated with programs licensed by DHS).

-Computer literate including basic skills in the use of Word, Excel and Outlook

-Certified to administer medication, CPR and First Aid Certification.

-Valid MN Driver's’ License (this is a condition of employment) including personal vehicle insurance coverage.


Preferred Education and Experience

- Post-Secondary course work in Human Services

- Two years of supervisory experience
