Position Summary
Reporting to the President and Chief Executive Officer (CEO) as a working manager, the Human Resources (HR) Manager shall plan, oversee, and coordinate human resources activities and staff of entities/organizations including Olu’s LLC., Olu's Home Inc., Olu's Beginnings LLC., and Beauté Atout headquartered in Minneapolis, Minnesota. Primary responsibilities include developing, implementing, managing, monitoring, and measuring HR systems, policies, processes, procedures and best practices in the areas of recruiting and hiring, new employee orientation and onboarding, employment law compliance, employee benefits design and administration, manager and employee relations, performance management, and training.
This is an on-site/in-person position. A hybrid and a flexible work schedule may be considered.
Role and Responsibilities
Stewardship
- Design and implement a HR Strategy that is aligned with the business mission, strategic goals, organization culture, and core values.
- Ensure compliance with federal, state, and local laws, rules, and regulations.
- Assess employee turnover and overtime, and implement strategies to retain employees, assess the staffing model, and make recommendations that stabilize staffing schedules and decrease overtime.
- Ensure all employees complete new hire, onboarding, and ongoing training as required to ensure compliance with all federal, state, local, and regulatory agency requirements.
- Manage and respond to worker’s compensation, unemployment, and other regulatory agencies and represent the company for hearings and investigations as needed.
- Establish and manage strategic alliances and contracts with vendors to support the mission, strategic goals and priorities of the company.
- Ensure all employees have passed and remain active in the Minnesota Department of Human Services background study program.
- Oversee or review the payroll process.
- Review invoices from HR vendors, ensure accuracy, and provide monthly reporting to the CEO.
- Serve as chair of the Safety Committee and lead regular meetings (minimally once a quarter).
- Advise managers on organizational policy matters, such as equal employment opportunity and sexual harassment, and recommend needed changes
- Help ensure employee health and safety to include OSHA, HIPPA, and other compliance laws, rules, and regulations.
- Participate in leadership meetings, clinical meetings, and ad hoc workgroups to support the organization's mission within and outside of the organization.
- Complete and submit required Federal, State and local reporting requirements such as 300 logs, EEO-1 Reporting, ACA, Minnesota Wage Theft Notices, etc.
- Stay abreast and provide leadership with current and forecasted trends and statistics associated with HR and the people strategy for the company.
Technical Performance and Precision
- Prepare and maintain the annual staffing forecast to proactively project and ensure timely recruitment and hiring.
- Design, implement, manage and measure and continuously enhance a full-cycle recruiting and hiring system to include managing an applicant tracking system (ATS), sourcing, interviewing, confirming credentials, recommending candidates for consideration, checking references, extending employment offers, and ensuring that all new employee paperwork, training, orientation, and onboarding is completed.
- Design, implement, and manage a competitive employee benefits program.
- Provide manager and employee relations oversight and investigate and resolve workplace conflicts as they arise.
- Design, implement, manage and measure and continuously enhance the performance management system to ensure current and compliant (federal, state, local law, rules, and regulations) position descriptions, a performance review system, and performance workplans.
- Design, develop, and facilitate (or outsource) training and performance management programs to help ensure management and employees understand their roles, responsibilities, and performance expectations.
- Perform or outsource annual compensation and salary analysis to ensure that each unique position description is aligned with market data to ensure competitiveness to attract and retain high performing talent.
- Implement and oversee a safety and health program aligned with OSHA and other regulatory requirements.
- Administer leave requests include the Family Medical Leave Act.
- Administer all performance reviews including: 90-day reviews, annual reviews, performance improvement plans (“PIP”), and corrective actions/written warnings.
- Investigate and report on industrial accidents for insurance carriers, serves as the point person for all workers compensation issues.
- Ensure that all position-required trainings are completed, as required by the Minnesota Department of Human Services (e.g., CPR and First Aid training).
- Maintain records to include the official employment records and compile statistical reports concerning employee-related data such as hires, transfers, performance appraisals, absenteeism rates, turnover, and overtime.
- Research and develop partnerships with internship and apprenticeship programs such as the Achieve Minneapolis “Step Up” program, and Apprenticeship MN and Youth Skills Training (YST) Program.
- Manage and oversee the entire employment separation process to include exit interviews, return of equipment and company resources, disenrollment from employee benefits and other program, communications, and outplacement referrals.
- Provide weekly HR progress reports to the President and CEO regarding HR accomplishments, challenges, solutions, and upcoming deliverables.
Customer Experience
- Design, develop, implement, manage, and measure an employee rewards and recognition program.
- Research and share community engagement opportunities with management and employees.
- Administer and review the professional development benefit program with CEO.
- Participate in staff meetings and provide employee relations support and training.
- Conduct, analyze, and present regular employee surveys to management team.
- Utilize the HRIS system tools/portal to regularly communicate with staff.
- Answer all phone calls and emails to include potential candidate requests, and frequent questions about Olu’s Home.

Position Qualifications
Education
- Bachelor’s degree in human resources or related field. Master’s degree preferred. Equivalent work experience may be considered.
- Qualified status under Minnesota Rule 11 must be maintained (Criminal background studies of individuals affiliated with programs licensed by DHS).
Experience and Requirements
- Five years of progressive HR experience with a minimum of two years in a HR Manager role.
- Experience with HRIS system administration.
- Must have legal status to work in the U.S.
- Valid State of Minnesota Driver's License, insurable driving record and reliable transportation is essential.
- Must submit and pass a background study with the State of Minnesota Department of Human Services
- SHRM SCP or CP certification is essential.
- Previous experience working in a Minnesota Department of Human Services licensed organization is helpful
- Previous experience using a Paylocity HRIS system is a plus.

Supervision
This position has supervisory responsibilities and oversight of positions to include:
- One direct report (Human Resources/Payroll Coordinator)
- Two indirect reports (Marketing Specialist and Olu’s Beginnings Director)
Travel
This position requires local and some overnight travel.
