COMPENSATION

$70,900 - $93,000 annually a generous benefits package to include medical, dental, vision and 10% employer paid 401A through VOYA Financial.

SUMMARY

Under general supervision, performs the accounting and reporting of all capital assets for the Ontario International Airport Authority (OIAA). Incumbents in this classification report directly to the Finance Manager. Primary responsibilities for this position include but is not limited to proper accounting of capital assets, reconciliation of capital asset general ledger accounts and related subsidiaries, and various funding sources reimbursement requests.

JOB RESPONSIBILITIES

Important and essential duties may include, but are not limited to the following:

Maintain accurate records of all capital assets, including acquisitions, depreciation, amortization, and disposals in compliance with generally accepted accounting principles (GAAP).

Reviews and analyzes invoices related to capital expenses to determine compliance with GAAP in terms of capital asset accounting.

Monitor and reconcile capital asset accounts and their subsidiary accounts to ensure accuracy and compliance with GAAP.

Maintains fixed asset ledgers and performs monthly reconciliations with general ledger.

Prepare journal entries related to capital assets, including acquisitions, depreciation, amortization, and disposals.

Accurately record capital asset transactions in capital asset system, including retirements, transfers, depreciation, and adjustments by month-end.

Collaborate with internal stakeholders in relation to expenditures and the capital asset program, budgets and funding sources, classification, and proper capitalization of assets.

Collaborate with internal stakeholders in relation to OIAA funding sources and proper application to the capital improvement program.

Performs month-end and year-end closing journal entries and activities.

Provide support during internal and external audits, including the preparation of capital asset schedules, and the preparation of grant funding schedules.

Contributes to the preparation of the Annual Comprehensive Financial Report (ACFR) notes, schedules, and tables.

Assist with the development of documentation of the capital asset accounting policies and procedures and maintain policies and procedures as needed.

Processes all funding sources reimbursement requests, including but not limited to grants, bonds, passenger facility charges, and customer facility charges, and keep the OIAA status active in all required databases to ensure timely funding of grants.

Maintain detailed records of funding sources expenditures to ensure accurate financial tracking and compliance with regulatory requirements.

Assist with the implementation of new accounting standards related to capital asset management as needed.

Does other related work as required.

May occasionally be assigned to other duties for training purposes, technological changes, or for emergency response.

PROFILE OF THE IDEAL CANDIDATE

Possesses the subject matter experience and a track record of accomplishment in all or many of the disciplines as outlined in this job description.

Knowledge of principles and practices of accounting and auditing.

Knowledge of governmental accounting and auditing.

Ability to apply and adapt established accounting principles and procedures to a variety of accounting work.

Ability to identify accounting problems and suggest solutions.

Ability to interpret and apply related regulations and guidelines.

Ability to analyze data and draw logical conclusions.

Ability to prepare and maintain accurate accounting analyses, reports, and records.

Possesses the ability to interact effectively and courteously with employees, tenants, and the general public in an international aviation environment.

Ability to work independently as well as with a team environment.

Familiarity with, and basic understanding of, the preparation, analysis, and evaluation of reports and statements

Proficiency in an ERP, preferably Workday, and Microsoft Office Suite, including Excel.

Ability to consistently demonstrate the core values of the OIAA.

MINIMUM QUALIFICATIONS

Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.

Bachelor’s degree in Accounting, Finance, or related field is required.

Minimum of two (2) years of professional experience in accounting preferably with a focus on capital assets in a public agency.

Strong understanding of accounting principles and standards as they relate to capital assets.

Strong attention to detail with high accuracy in work.

Previous experience with a commercial airport a plus.

LICENSES / CERTIFICATION

Valid Driver’s License equivalent to a California Class C Driver’s License.

Acceptable driving record at time of appointment and throughout employment.

Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT.

Finger dexterity to utilize a keyboard to input information on a computer.

Ability to lift and carry files and other media weighing up to twenty-five (25) pounds up to a distance of twenty (20) feet.

WORK ENVIRONMENT

Climate controlled office environment.

Routinely uses standard office equipment including computers, phones, copiers and fax machines.

This is an at-will, non-exempt position. Only a valid and properly executed employment agreement may alter status as an at-will employee. Verbal contracts are not valid. The employment relationship may be terminated at the will of either party upon notice to the other. As an at-will employee, there would not be an established property interest in continued employment with OIAA.

Candidates who successfully complete all phases of the selection process will be placed on an eligibility list. Current and future vacancies will be filled from this list. Lists typically last for 6 months but may be extended or abolished based upon the needs of the Ontario International Airport Authority (OIAA).
