PURPOSE:
To serve as an Accountant 4 in the Controller’s Office, and support the ORAU Controller on all financial, accounting, and operational issues. This includes compiling the monthly corporate financial statements, coordinating the ORAU Capital Accounting process, monitoring, monitoring and reporting Corporate Investments by working with the Investment Oversight Board (IOB), supporting the annual external audit, researching significant accounting issues for organizational financial impact, and supporting other financial requests both internally and externally.

Responsibilities:
Financial / Accounting:
- Prepares and compiles the monthly ORAU Corporate Profit and Loss (P&L) with supplemental schedules.
- Reviews and analyzes monthly P&L for contracts with significant revenue, cost, or profit variances, and collaborates with ORAU Controller and Financial Analysts to determine root-cause and solutions.
- Evaluates corporate contracts for compliance with Generally Accepted Accounting Principles (GAAP) revenue recognition standards and communicates with Financial Analysts on required changes to specific contracts.
- Conducts research on complex accounting issues such as revenue recognition, capitalization, lease accounting and reporting to ensure compliance with GAAP.
- Supports the annual external audit through the compilation of reports and schedules such as the A-133 Schedule of Expenditures of Federal and State Awards (SEFSA), Statement of Activities, Statement of Functional Expenses, and the determination of the payroll accrual.
- Prepares the year-end General Ledger (GL) journal to re-classify all indirect variance accounts.
- Coordinates the Electronic Funds transfer (EFT) vendor verification process through direct contact with the vendor to confirm all changes to the vendor’s bank account.
- Coordinates and collaborates with ORAU Cyber Security to complete the annual validation and re-certification of all three ORAU Merchant accounts used for credit card processing Payment Card Industry (PCI) compliance.
- Reviews and analyzes GL Accounts, and completes reconciliations as required.
- Collaborates with the ORAU Controller to monitor, review, and improve internal controls.
- Responds to and completes internal and external requests for data and reports such as the ORAU Story, ORAU Annual report, ORAU insurance renewals, US Census Bureau quarterly services survey, annual capital survey, East TN Economic Council, and A-133 reporting to the state of Pennsylvania.
- Supports and responds to requests from ORAU Audit Services or other external auditors.
ORACLE Financial Systems / Closing Team:
- Supports all aspects of the Oracle Projects module to ensure the accuracy and timeliness of financial system processes during month-end and year-end close including reconciliations, data verifications and validations, exception reporting, cost allocations, Oak Ridge Institute for Science and Education (ORISE) revenue generation, and contract closing issues within Oracle and serves as a member of the ORAU Closing Team.
- Coordinates and reviews the allocation of Home Office and Intermediate General and Administrative (GA) cost to the appropriate company segment, and the redistribution of site services cost to indirect accounts (highest risk) and completes the appropriate reconciliations.
- Supports and monitors the ORACLE project module functional set-up including cost structure and auto accounting rules (second highest risk).
- Collaborates with ORAU programs and Financial Operations to identify, analyze, and resolve weekly and monthly costing exceptions to ensure there are no discrepancies between ORISE, cost, and revenue.
- Supports the other Close Team members in the re-costing of labor rates, changes in indirect rates, or changes in cost structure in the ORACLE projects module, and reviews results to ensure accuracy of change.
ORAU Capital Accounting:
- Coordinates all aspects of the ORAU Capital Accounting process including determination of accounting treatment (capital vs expense), recording of monthly depreciation, monthly and annual reporting, and budgeting.
- Coordinates the review and accounting treatment for internally developed software through the review of capitalization guidelines per GAAP, and collaboration with Information Technology Services (ITS) to identify significant improvements versus maintenance components of the projects.
- Consults with ORAU Legal and external auditors, as needed, for determination of asset ownership, and clarification and interpretation of capitalization requirements.
ORAU (Investment Oversight Board) IOB:
- Coordinates the review of all IOB requests to determine accounting treatment (capital versus expense), amount requested from IOB for current and future years, and communicates amounts to the IOB team.
- Coordinates the monthly reporting and tracking of all IOB requests including approved and pending requests, and funds remaining.
Other Accounting/Finance:
- Serves as member of the Financial Agreements team.
- Serves as the back-up, managing all banking platforms and credit card processing systems.
- Serves as the primary back-up to the ORAU Controller on all financial, accounting, and operational issues.
Bachelor’s degree in Accounting or Finance and 9-13 years of job-related experience. Must have significant experience in the preparation and analysis of financial statements, and the ability perform complex financial and systems analysis to identify problems and determine solutions. Must be able identify areas for process improvement and assist and or lead the implementation of new or revised policies and procedures.
- Strong working knowledge of GAAP, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR).
- Strong working knowledge and understanding of all ORACLE financial modules.
- Strong understanding of ORAU organizational structure and cost processes.
- Experience conducting research of complex technical accounting issues for compliance.
- Significant experience with month-end and year-end close processes and reconciliations.
- Excellent accounting and financial systems software experience.
- Excellent Microsoft Office skills (advanced Excel skills).
- Excellent analytical and problem-solving skills.
- Excellent written and oral communications skills.
- Demonstrated leadership experience.
- Demonstrated ability to read, interpret, and analyze corporate contracts.
- Demonstrated ability to lead cross-functional teams to resolve complex problems.
