Logistics Training Analyst

The Logistics Training Analyst will provide manpower, personnel, and training support to the Aircraft Carrier Program Office to help them manage all aspects of ship manpower, personnel, and training.
Responsibilities will include:
- Organize, prepare, monitor and provide draft correspondence, briefings, point papers, issue papers, presentations and resolve issues.
- Provide recommended action item resolution to sensitive or difficult areas.
- Assist in development and management of the Integrated Logistic Support that identifies the requirements, responsibilities, and milestones to accomplish all major logistic support actions to be performed by government and commercial activities in support of the RCOH program.
- Design, develop, revise, conduct research and perform maintenance on various manpower and training relational databases, analyses, workbooks and presentations.
- Develop program level briefs and related documents as directed by the In-Service ILS Manager for Manpower, Personnel and Training (MP&T) to support PEO Carriers Executive level briefings on training development.
- Generate correspondence (e.g., letters, and/or memorandums) and communications (e.g., e-mails and phone calls) on training and manpower logistics topics as directed for submission to higher authority and other technical codes, government agencies, contractors and public/private institutions as directed.
- Liaison as necessary with commands / organizations / representatives / etc. in support of Program Office objectives as a MP&T representative for CVN Product Support Team
- Attend, facilitate and/or participate in meetings, including staff meetings, for issues relating to training development as directed by the PSM. Generate reports and meeting minutes, as required, for information, review and action by the MP&T Manager.
- Assist in performing and/or providing input and recommendations concerning schedule development/assessment; assessing planned schedules; assist in reviewing and conducting risk assessments of MP&T requirements associated with HSI-related criteria in the modernization and refurbishment of PEO Carriers platforms.
- Design, develop and maintain specialized MP&T computerized programs and /or relational data bases as assigned. (e.g. system configuration tracking, training changes, lessons learned, etc.).
- Provide input and recommendations for cost estimating and/or budget activities driven by training changes or impacts inclusive of all acquisition and lifecycle phases in support of MP&T requirements determination.
- Research, develop, populate, deliver monthly metrics on training scope, products, funding and effectiveness. Liaison with cognizant commands to obtain baseline data and timely updates. Maintain historical database of all metrics produced.
- Support the CVN PST Manager for MP&T as necessary in the coordination, tracking, reviewing/commenting, distribution and adjudication of training-related documents (e.g., FEAs/TRPPMs, NTSPs, Course Audits, etc.) from communities/programs inside and outside of PEO Carriers (e.g., PMS 378/379, PEO Ships, PEO IWS, PEO C4I, PMS 339, PMA 205, SEA 07TR, etc.) associated with equipment installed aboard aircraft carriers. Support, coordinate and follow-up on cross-platform issues with cognizant commands as required, promoting partnership between multiple Navy activities/commands engaged in training development applicable to aircraft carriers.
- Assist in the development and coordination of CVN 68 Class training issues in support of Program Manager Directives and PAPM Life Cycle Support requirements. Coordinate inputs and comparative data as necessary with Naval Aviation Enterprise (NAE) / Naval Air Systems Command, JSF, PEO IWS / C4I, LDY, Naval Supply Systems Command, SPAWAR, CYBERFOR and other associated training cognizant commands to ensure accurate and complete reporting data.
- Design, develop and conduct PEO Carriers training options, recommended solutions and corresponding Cost Benefit Analyses (CBA), Quick-look Analyses (QLA), Job Task Analyses (JTA), Media Analyses, Front End Analyses (FEA)/Training Planning Process Methodology (TRPPM) reports (including corresponding manpower analyses conducted), Navy Training System Plans (NTSP) or Training System Installation Plans (TSIP) as directed by the CVN PST Manager for MP&T.
Required skills and experience include:
- US Citizen with Secret Security Clearance
- Bachelor’s degree
- 7 years of experience in Navy Training management (scheduling, conducting, evaluating, developing or coordinating). General familiarity with NETC / SWOS / Learning Centers and the overall life cycle training establishment / providers
- Familiarity with the development of NTSPs and their influence on life cycle training (including Job Duty Task Analysis, Training Situational Analysis, and Front End Analysis)
- Familiarity with Program Offices, Resource Sponsors and Type Commanders and how they interact in the area of Navy training
- Familiarity with PMS 378 / CVN 78 training requirements
- Knowledge of OPNAVINST 1500.76 (series) and OPNAVINST 1000.16 (series) instructions
- Experience / familiarization with standard Navy correspondence procedures and the Navy message release process / requirements
- Must be independent, highly organized and able to work on multiple projects with competing deadlines at the same time.
- Must be resourceful, take initiative, and be able to execute high-quality, high-visibility products in accordance with deadlines.
Desired skills and experience include:
- Familiarization with the concept / purpose of MP&T Plans
- Familiarity with PMS 312 ISEA Mini-camp program
- Familiarity with the POM / Budgeting process
- Conference coordination / organization / documentation / follow-up
- Familiarity with Training System Program Offices (TSPOs)
- Experience with shipboard living / operating / training
- Former association with a Program Office
