While this recruitment is an internal and external opportunity, current qualified OLCC employee applicants will be given preference during the application review process. The monthly salary listed ($3,433-$5,233) is the non-Public Employee Retirement Systems (PERS) qualifying base salary range of the Compliance Specialist 1 position. If the successful candidate is PERS qualifying, the salary range will reflect the 6.95% increase. Who are we? The Oregon Liquor and Cannabis Commission (OLCC) is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state’s Liquor Control Act and regulating the sale of recreational marijuana in Oregon through the Control, Regulation, and Taxation of Marijuana and Industrial Hemp Act. The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. How much are we talking? The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians. What will you do? You will provide professional level accountability to Oregon Health Authority registrants that are required to track product in the Cannabis Tracking System (METRC). You will interpret rules and laws in relation to licensees’ and registrants’ inventory records and reported activity in METRC to determine compliance or non-compliance. You will act as a technical resource for industry members and agency staff. You will work with other Compliance Specialist 1s within the same Division to assist in tracking recreational marijuana licensees’ compliance tracking. What are some of the supporting duties? Interpret OLCC and OHA rules and state laws to determine licensees’ and registrants’ compliance. Review cultivation, harvest, processing, waste, and inventory adjustment records to confirm timely and accurate reporting. Analyze sales records to ensure timely, accurate, and compliant reporting of sales. Determine whether noncompliance can be resolved with verbal instruction or if a formal compliance action may be warranted. Assist with questions and data requests from internal and external stakeholders. Investigate complaints to evaluate if violations occurred. Provide METRC data and prepare clear and concise written reports and synopses of the information. Assist in facilitation of METRC User Group. Testify at contested case hearings based on information compiled through audits and reports. Identify problem areas where training is needed and develop compliance intervention strategies and training materials. What's in it for you? Minimum Qualifications: Two years of experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide eligibility or compliance with program guidelines and regulations. College-level course work may substitute for the experience on the basis of 45-quarter units per year of experience. Note: You must clearly describe your experience in each area listed.
