Support PacificSource Administrators (PSA) Operations and Sales & Service Departments as well as outside agents and new groups by assisting in the new and renewing group implementation process and providing accurate information and service. Responsible for reviewing, coordinating and communicating plan document requirements for new and renewing PSA clients. Ensure complete and accurate information to all internal and external customers. Create and maintain all HRA and SBC templates ensuring the required Affordable Care ACT and Internal Revenue Service data, changes and requirements are updated. Responsible for the set up and audit of all FSA, HRA and POP new client set up ensuring signed agreements are received and imaged accordingly. Essential Responsibilities: Participate in new and renewing group implementations and mid-year changes utilizing the Plan-Changes Help Desk system/processes. Work with both the Sales and PSA Operations teams to ensure accurate, thorough, and consistent installation and setup of new and renewing groups. Support the process through department and individual accountability and ongoing audit, review and maintenance. Work closely with Department Manager and Team Leads to ensure smooth workflow, accountability, and communication. Support internal Operations Staff on processes as needed. Work closely with PSA Operations, to process Non-Discrimination Testing for all FSA and HRA groups in a timely manner per IRS regulation for Section 125 plans and company policy and schedule. Perform queries, export, prepare and merge notices to send out to clients. Answer and respond to client phone calls or emails regarding Non-Discrimination Testing and the necessary documentation required. Under the direct supervision of department manager, process the creation of, updates to, and maintenance and delivery of group plan documents, administrative agreements and SBC’s for all plan types, including adoption agreements, model plan documents, summary plan descriptions, and amendments per company policy and schedule. Serve as a key internal contact to trouble shoot and problem solve issues relating to plan documents, SBC’s and amendments. Research regulations, compliance topics with Employee Benefits Institute of America (EBIA) , IRS and other websites in order to provide documentation or communications as necessary. Generate letters, memos, reports, and other documents as needed. Ensure consistency, grammar, spelling, accuracy, and style. Attend and participate in daily/weekly/monthly PSA Operations, Sales & Service meetings. Create, review and maintain department Policies and Procedures, Desktops and Training Materials. Provide back-up to Department Sales Assistant as necessary. Supporting Responsibilities: Meet department and company performance and attendance expectations. Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information. Complete special projects and perform other duties as assigned. Work Experience: Four years’ experience working in a related healthcare field required. Experience effectively managing multiple projects and deadlines required. Experience working as a business analyst and/or with FSA, HRA, and COBRA preferred. Education, Certificates, Licenses: High school diploma or equivalent required. College degree preferred. Knowledge: Intermediate or Advanced skill level with use of Microsoft Office programs. Knowledge of PacificSource products and services and applicable laws. Excellent writing, proofreading, and strong attention to detail. Ability to gain understanding of PSA Products, plan designs, and eligibility guidelines. Responsible to support the mission of PSA and PacificSource Health Plans, meet departmental goals and performance standards. Timely and accurate response to internal and external needs and requests. Ability to consistently provide excellent customer service to internal and external customers. Excellent communication skills and grammar, both written and verbal. Travel is required approximately 5% of the time.
