Primary Purpose of Position
: A Family Partner/Family Representative Specialist is a person who can articulate lessons learned from his/her own experience parenting a child, youth or emerging adult with behavioral health issues. This person has received specialized training to assist and empower families experiencing emotional, developmental, behavioral, substance use, or mental health concerns.


The primary purpose of this position will be to:
  • Influence the implementation and expansion of System of Care at all levels of the behavioral health, physical health and community-based organizations served by Partners Health Management;
  • Foster participation and involvement of youth and families at all levels of their treatment; and
  • Impact policy and system reform within community behavioral health organizations to reflect best practice, strengths based and family driven services.

Role and Responsibilities:
  • Serve as staff to each local community collaborative and help recruit/maintain family/youth membership
  • Influence the development of a broad and appropriate service array to meet the range of behavioral health needs of children being served under the System of Care framework
  • Develop the capacity of the community collaborative to gather and use data for System of Care decision making
  • Promote access to behavioral health services and other services available within the tailored plan operations
  • Work with local leadership to build public support for System of Care
  • Work with community agencies in identifying and responding to community needs, service accessibility, interagency efforts in support of the behavioral health system, trainings, system of care consultation
  • Works directly with and supports families in comprehensive planning, implementation, coordination, and training related to the BH I/DD Tailored Plan’s core System of Care functions
  • Develop, support and expand relationships among systems

35% Advocacy and Promotion:
  • Take an active role in promoting BH I/DD Tailored Plan and community wide quality management processes in promoting service access, timeliness, appropriateness, quality of care for youth and families
  • Promote System of Care concepts and implementation on a macro level within the communities served
  • Participate in community-based meetings and represents the family voice

35% Education and Awareness:
  • Support behavior health workforce development by collaborating with community- based organizations on training plans to promote SOC and the family voice
  • Assist with Child and Family Team and System of Care trainings

30% Other Responsibilities:
  • Special projects as assigned by supervisor


Knowledge, Skills and Abilities:
  • Comprehensive knowledge of System of Care practice principles, core elements and objectives
  • Comprehensive knowledge of public behavioral health service system and how it intersects with other public service systems
  • General knowledge of behavioral challenges, personality development, and the techniques of supportive services available to members and families served
  • General knowledge of resources available within communities covered by the LME/MCO and/or where to refer families
  • Comprehensive knowledge of Tailored Plan operations
  • Ability to dissect complex content, analyze within the context of usefulness to families and participate in meaning dialog on effectiveness and/or suggestions to improves process
  • Ability to review material from Partners and/or community stakeholders and assist with the development of policies and procedures that promote System of Care practice principles, putting families voice at the center of their treatment
  • Ability to lead community discussions related to policy change, implementation and benefits of having families leading their treatment, involved in developing programs, plans, etc.
  • Ability to develop grass root efforts to implement System of Care on a board scale within the communities we serve
  • Ability to assist with developing metrics to measure success of System of Care implementation
  • Ability to work with a diverse group of individuals including family members, macro level stakeholders, community- based organizations and community members
  • Must be able to communicate succinctly and effectively both in written format and orally
  • Must be able to make presentations and public speaking engagements


Education/Experience Required:

  • Must reside in NC
  • Must hold high school diploma or GED
  • Must have 4 years of experience as a primary caregiver for a child or youth receiving Medicaid or State-funded BH services


Education/Experience Preferred:
Associate’s Degree in a program designed to prepare support personnel for human service agencies and two years of experience in providing support services to MH/SU/IDD consumers and interfacing with community agencies (e.g., juvenile justice, schools, social services, behavioral health providers, other child/family agencies) or Bachelor Degree in human services.
