We are seeking a Deputy Project Manager to lead small project teams supporting NASA Financial Support Services (NFSS) in Huntsville, AL. The ideal candidate will have a strong background in Federal Financial and Budgetary Systems implementation, business practices, and support as well as PPBE, budget formulation, accounting operational support, ERP systems support, system integrations, IT deployments, Agile and traditional System Development Life Cycles. They will have experience managing teams of 10 to 15 functional and technical analysts tasked with delivering multiple projects and providing support services concurrently.
Responsibilities:
- Manage the delivery of one or more large and complex projects. Responsible for managing the full life cycle of project or program from requirements gathering through handover to ongoing steady-state operations
- Guide team in resolving complex issues in areas such as development, platform operations, and data integration
- Act as a key interface to the client and Program Manager
- Recruit/onboard staff as needed for project execution; manage the performance of existing project staff
- Prepare detailed project plans within the standards of project management methodologies
- Categorize requirements into a project plan detailing schedules, controls, resources, costs, and daily tasks. Prepare risk and remediation plans
- Responsible for Quality Assurance, ensure the project is delivered to the scope defined within the SOW and any deviations are processed via the defined change control process
- Stay abreast of current industry trends and federal financial management initiatives through professional associations, trade journals, networking, and associated training and seminars
- Act as point of contact during the project for all aspects of the project
- Ensure a strong, seamless relationship by maintaining communications about the project's ongoing development, issues, and/or risk to Program Manager
- Prepare regular project status reports and other reports as required
- Provide project management expertise to support Agency-wide requirements
- Ensure projects are delivered on time, within scope, and within budget
- Produce project documentation and briefings for government customers
- Create communication materials that deliver continuity in key messages and provide common standards and methods for operations
- Prepare and coordinate program control gate documentation, schedule meetings, and document and track project schedules, actions, and milestones
- Support project teamwork using an agile development methodology and tools to quickly deliver high-quality solutions
- Promote and communicate program best practices
- Support Earned Value procedures managing to avoid cost and/or schedule variances.
Requirements:
- More than 10 years in business administration or a closely related field
- Experience managing project execution and performance of at least 10 direct reports
- Experience supporting large scale Acquisition Programs, Research and Development Programs, and/or Operations/Support Programs
- Basic understanding of NASA or Federal budgeting and resource management processes
- Excellent written and oral communication skills together with highly proficient analytical skills
- Commitment to exceptional client service and professionalism while working at the client site
Education / Certifications / Training:
- B.A. or B.S. degree in Business Administration or closely related field
- Project Management Professional (PMP) preferred
- CPA/CGFM/CDFM preferred
- NASA experience preferred
