SUMMARY
This is an executive level position. The Finance Director is chief finance officer (CFO) of the PHA primarily responsible for establishing, implementing, and coordinating all financial and accounting procedures to ensure proper controls in all areas of the PHA’s operations concerning revenues, expenses, assets, and liabilities. The Finance Director maintains the internal accounting system which must accurately reflects the financial position of the organization, maintains and controls the financial reporting function, prepares budgets and financial analysis, trains and supervises assigned personnel, serves as a financial advisor to the Executive Director in other functions within the organization as well as senior management, monitors and reports on grant transactions from The Department of Housing and Urban Development (HUD) and other government and private donors, and provides support in ancillary activities such as insurance and risk management, purchasing, information technology, human resource database maintenance, capital budgeting, and treasury functions. The Finance Director takes the lead in establishing and maintain a strong system of internal financial and operational controls. The Finance Director serves as the PHA’s manager of the annual external audit and other external audit engagements as required.
SUPERVISION
The Finance Director reports directly to the Executive Director and is responsible for fiscal functions relating to the public housing, leased housing and resident services programs along with special projects. This individual must demonstrate the ability as a trusted and relied upon resource for Executive Director, the PHA’s Board of Commissioners, and external regulators.
ESSENTIAL JOB DUTIES & RESPONSIBILITIES
· Works in coordination with the fee accountants to prepare and submit timely financial reports and operating budgets to HUD, additional regulatory agencies and to the Board of Commissioners.
SECONDARY JOB DUTIES
· Monitors Tenant Accounts Receivable and provides reports to the Asset Manager and the Property Managers.
· Assist with recommendations for improvements to PHA financial polices and procedures.
· Assist with the potential development of PHA complexes with recommendations for mixed financing.
· Reviews Payroll data for accuracy, quantity of out-of-category, and overtime.
· Monitors material usage, inventory levels and stock-outs.
PERFORMANCE CRITERIA
The position of Finance Director is evaluated:
1. On the timeliness and completeness of submissions to HUD and other regulatory federal and state agencies.
2. To work independently, identify report and address management information, financial accounting, and other administrative support systems ‘challenges. Working with the Executive Director, Board of Commissioners and others will be essential for successful performance of this position’s responsibilities.
3. The lack of audit findings related to financial management; and
4. The success of cost containment strategies.
5. Strong math, writing, and computer skills including but not limited to MS Office, HUD software programs, Outlook and excel.
6. Must be capable of developing financial forecasting and other financial models using software tools. Must be able to learn other computer software programs as required by assigned tasks.
KNOWLEDGE, SKILLS, ABILITIES, LICENSES AND CERTIFICATIONS
· Substantial knowledge of both commercial and government accounting.
· Substantial knowledge of management information systems administration.
· Knowledge of HUD’s Performance Funding System.
· Knowledge of low-rent housing accounting.
· Knowledge of fund accounting and GAAP and GASB pronouncements.
· Knowledge of auditing theory and practice.
· Ability to develop and monitor program budgets along with monthly reviews with Executive Director.
· Knowledge and ability to interpret the Performance Funding System (HUD Handbook 7475.13).
· Knowledge and ability to interpret the Low-Rent Housing Accounting (HUD Handbook 7510.01 Rev).
· Knowledge and ability to interpret the Federal and State grant management requirements (HUD Handbook 7490.01)
· Knowledge of the general operation and procedures of a Public Housing Agency
· Maintains expert knowledge of Conventional Public Housing, Housing Choice Voucher Program to include Project-Based Vouchers, Tax Credits, Bond Financing, Capital Fund and Mixed-Finance Development.
· Knowledge of local, state and foundational grant management requirements.
· Strong communication and supervisory skills.
· Strong analytical, organizational, management skills
· Knowledge of MIS.
· Knowledge of Low-Income Housing Tax Credit (LIHTC) Program, HUD Public Housing, Housing Choice Voucher and other relevant HUD/federal/state programs.
EDUCATION/EXPERIENCE
Master’s Degree in Business Administration with 5 years of progressive accounting or finance experience in related field including, supervision at a department level position preferably in a housing organization.
Bachelor’s Degree in business or accounting with eight years’ experience. M ust demonstrate ability to work with government regulations and programs with multi-million-dollar volume.
SALARY
Salary to be determined by a combination of education and appropriate experience will be given consideration with preference to applicants holding CPA or MBA status.
