Manager Title: Chief Human Resource Officer/Chief Executive Officer
DOL Status: Exempt
Job Purpose: Directly responsible for the development, implementation, administration, and evaluation of all Human Resources programs. Directs the Human Resources function within the boundaries of accepted human resources practices, federal and state laws and the ethical and social philosophy of PCC Community Wellness Center. Strategically aligns the Human Resources function to the organizational goals and objectives. Establishes and maintains effective programs in employee relations, recognition, morale building, training/development, worker safety, compensation, benefits and overall organizational development. Develops value added Human Resources programs.
Essential Duties and Responsibilities:
•Annually reviews and makes recommendations to Executive Management, CEO and/or Board of Directors for improvement of organization's policies, procedures, and practices on personnel matters.
•Maintains knowledge of industry trends and employment legislation and insures organization's compliance.
•Responsible for organization compliance with Federal and State legislation pertaining to all personnel matters.
•Communicates changes in organization personnel policies and procedures and insures proper compliance is followed.
•Conducts research, assimilates data and creates a wage/salary scale.
•Assists Executive Management and/or Senior Management in the annual review, preparation and administration of organization wage and salary program.
•Coordinates and/or conducts exit interviews to determine reasons behind separation.
•Consults with legal counsel as appropriate, and/or as directed by the CEO on personnel matters.
•Works directly with department managers to assist them in carrying out their responsibilities on personnel matters.
•Develops and implements employee development for organization.
•Develops and maintains a human resources system that meets organization personnel information needs.
•Supervises the staff of the Human Resources Department.
•Participates on committees and special projects and seeks additional responsibilities.
•Develops and administers an effective recruitment program.
•Prepares, recommends, and maintains records and procedures for controlling personnel transactions and reporting personnel data.
•Designs personnel forms and directs the maintenance of personnel records by all departments.
•Serves as Equal Employment Opportunity (EEO) specialist.
•Proposes, publishes, and administers personnel policies.
•Administers classification programs, which includes classifying and reclassifying positions, and writing job descriptions.
•Provides public information such as verifying employment.
•Maintains affirmative action plan.
•Responsible for labor relations.
•Monitors unemployment claims and conducts all appeals.
•Monitors performance appraisal programs.
•Participates and coordinates worker safety programs.
•Monitors workers' compensation claims and coordinates work between employee and insurance carrier.
•Directs payroll processing.
•Manages salary pool.
•Directs benefits administration, enrollment and open enrollment meetings.
•Obtains bids upon renewal, confers with management regarding benefits costs, makes recommendation as to employer/employee cost sharing, performs open enrollment and benefits meetings, and processes applications.
•Prepares performance review forms and directs the distribution of the forms to supervisory personnel.
•Conducts needs assessment, develops training curriculum and conducts training sessions on various Human Resources topics.
•Finalizes year-end reconciliation audits and reports.
•Finalizes all Human Resources internal audits and approves necessary adjustments.

•Bachelor’s Degree in Human Resources Management and/or Business Administration with 4 or more years of experience in Human Resources Management preferred. Professional in Human Resources Certification preferred. •Ability to function in a computer oriented office, including working knowledge of pertinent software.•Must obtain satisfactory results from an Illinois State Police Conviction Background Check
Certifications/Licenses:
•Current and valid driver’s licenses.
•Professional in Human Resources certification preferred.
Physical Demands:
•Ability to stand, bend and stretch.
•Ability to travel and maneuver between site locations
Language Skills:
•Ability to read and write proficiently using the English language.
•Ability to interact and speak effectively in interpersonal situations and before groups of people.
•Ability to write technical material, grant proposals, reports and articles.
