Position Summary

We are looking for a dynamic and innovative Human Resources Director to lead and oversee PCORI's Centers of Expertise, a unit within our People Strategy & Services division. The Director will partner with the CPO and other People Strategy & Services (PS&S) leaders to develop and effectively execute the division's strategy in a manner that supports the organization's priorities while optimally leveraging the expertise, strengths, and skills of the PS&S department. The Director of the COE's will guide the successful delivery of various programs to include job and compensation framework refresh, benefit renewals, recognition initiatives, workforce planning, change management, and performance management enhancements to enhance employee growth and effectiveness, and promote a diverse, equitable, and inclusive high impact culture. The individual in this role be expected to leverage their thought leadership, critical thinking, consulting and excellent project management experience to provide best in class leadership, services, and solutions throughout the organization.

Duties and Responsibilities

* Partner with the CPO, PS&S leaders, and broader team to establish multiple service offerings and capabilities while providing leadership and oversight to the team within those functions to include: Job and compensation frameworks; recognition programs, job leveling, career pathing, org design, change management, succession and workforce planning.
* Leverage PMO skills, knowledge, tools, and experience to implement and successfully execute initiatives and projects, helping the team do the same.
* Develop and direct the administration and execution of HR programs and policies that create and foster a progressive, dynamic and vibrant employee-centered culture;
* Act as an advisor to senior leadership and serve as an advocate for PCORI employees;
* Partner with the Chief People Officer to ensure compliance with all requirements of laws and regulations related to employment and benefits;
* Help foster a culture of diversity, equity, and inclusion through coaching, modeling, and training;
* Work with people managers to resolve conflict and manage employee relations and performance issues;
* Help oversee HR policy development and documentation, and manage policy adherence to internal and external requirements and regulations;
* Utilize data analytics to help inform decisions related to policies, programs, and frameworks;
* Manage team budget

Required Skills

The Director, People Strategy & Services should have a wide breadth of HR knowledge, experience, and expertise to include either extensive HR Business Partner or Compensation skills. In addition, the Director must have the following:

* Excellent communication skills - oral and written;
* Strong people management and leadership skills;
* Effective advisory, presentation, and collaboration skills;
* Very Creative, innovative, and strategic thinking skills;
* Strong project management and analytical skills;
* Ability to synthesis and summarize information and situations succinctly and with clarity;
* Full understanding of all Human Resources functions and best practices
* Strong project management skills

Required Experience

* BS degree in Industrial Labor Relations, Human Resources Management, or related field with 15 years of progressive HR experience, in addition to the following:
* at least 5 years of effective project management or PMO experience
* at least 5 years of strong compensation experience (to include annual compensation modeling, developing comp framework, job evaluations & leveling)
* Master's in Industrial Labor Relations, Organizational Psychology or Human Resources Management preferred;
* Experience designing/developing and implementing policies, programs, and strategies;
* Experience leading, managing, and/or developing teams;
* Knowledge of state and federal laws;
* Successfully managing multiple projects at once, varying in size, scope, and complexity
* Managing a budget is not required, but preferred
