Purpose Summary

The Research and Regulatory Analyst is a member of the Academic Services Team, reporting to the Student Services Lead. The Research and Regulatory Analyst is an expert in federal and state-specific special education law, policy, and instructional best practices. The Research and Regulatory Analyst collaborates with Student Services Specialists, ensuring current special education policy is understood and school procedures reflect special education statutes.

The Research and Regulatory Analyst is considered a Subject Area Expert, providing direct support to the Student Services Specialists related to all areas of Student Services, including special education, 504, English Learners, Gifted, and Alternative Education. The Research and Regulatory Analyst assists with updating and authoring customer facing documents utilized by the Student Services team.

Core Tasks and Responsibilities

  • Partners with Student Services Specialists to ensure they understand the regulatory environment in states they serve
  • Stays current on state-specific and federal processes related to providing special education services, English Learners, 504, Gifted, and Alternative Education
  • Ensures Student Services Specialists are regularly educated on changes in policy related to special education services, English Learners, 504, Gifted, and Alternative Education
  • Acts as a thought partner for Student Services Specialists, interpreting differences in school procedures and state special education law/policy
  • Consults with Student Services Specialist, when needed
  • Conducts research to ensure desired efficacy standards are met across service lines and school sites
  • Uses in-depth knowledge and expertise to advise on efficacy framework, agenda, and targets
  • Applies efficacy assessment tools to review products, services, and processes against the efficacy framework
  • Works with product and process owners to develop improvement plans based on assessment findings
  • Authors customer-facing documents associated with Student Services policy, best practices, and professional learning
  • Provides all administrative support to Legal Compliance lead, as needed

Required Skills, Experience, and Competencies

  • Bachelor's degree required with a background in federal and state special education policy
  • Ability to understand and translate special education statues and policies
  • Strong research, organizational and issue management skills
  • The ability to work well and remain focused in a team environment
  • The ability to be a self-starter and work independently
  • Excellent written and oral communication skills
  • Technologically proficient (especially with the use of the internet and Microsoft Office Products)
  • Proven record of accomplishment of working collaboratively in a fast-paced work environment with multiple competing deadlines
  • Ability and willingness to do detail-oriented work
  • Good problem-solving skills, and the ability and willingness to work under pressure from time-to-time
  • Ability to define and implement systems and procedures aligned with federal and state special education, English Learners, 504, Gifted, and Alternative Education

Key relationships

  • Works closely with Student Services Specialists and the Student Services Lead
  • Interacts with internal and external legal teams
  • Collaborates with various internal stakeholders in multiple departments

As required by the Colorado Equal Pay Transparency Act, Pearson provides a reasonable range of minimum compensation for roles that may be hired in Colorado. Actual compensation is influenced by a wide array of factors including but not limited to skill set, level of experience, and specific office location. For the state of Colorado only, the range of starting pay for this role is $65,000 - $70,000.
