Department Overview

The Land Rights Services group (LRS) is a part of the Land Management (LM) organization which is responsible for the oversight and management of PG&E land assets which include fee properties and various land entitlements. PG&E owns and manages nearly 140,000 acres of land spread across 49 California counties, from Shasta County on the north to Kern County on the south. The company is one of the largest private property owners in the state, and in addition manages thousands of acres of right-of-way easements for electric and gas facilities.

 

Position Summary

This position will manage a team of highly skilled ESC represented employees in the Land Management field that are responsible for matters relating to land rights including, but not limited to negotiations, document review and title issues, rearrangement of PG&E facilities, third party uses of company lands, and easements, management of PG&E fee properties. As required, you will prepare contracts for support of land management activities and oversee contract agents, discuss title and land rights matters with private, public, or governmental bodies and agencies.


You must be able to travel at least 50% of your time to project sites and business partner offices. 
 

 

Job Responsibilities

- Responsible for administrative duties such as performance management, budgeting, workload scheduling, ensuring policies and procedures are followed, including risk procedures, and contractor management procedures.
- Provide leadership for assigned staff and inspires teamwork across the organization; plans and manage the professional development of the professionals assigned to them; connect staff to other experts in the organization; and act as a staff advocate.
- Ensure work is completed in a timely and professional manner; provide guidance and mentoring to staff to help them successfully complete their work; and help the manager take the lessons learned from the project reviews to improve the performance of the unit.

- Work with the management team to develop workload forecasts, staffing plans, and project assignments and work with other supervisors to assign staff to projects in a way to meet LOB needs and professional development needs.
- Help provide consistency in decision making among the various offices regarding approaches and solutions to problems; work with the manager and other supervisors to build and/or implement common templates, tools, and procedures to assist their staff in their work.
- Oversee the Land Management Records Department, WRO billing, Plan reviews, Land Rights research and responsible for management of the Records Library.
- Lead for the Land Spatial Tool project
 

 

 

Qualifications

Minimum:
- Bachelor degree in business, environmental resources, natural resource management, project management, or related field required, or equivalent experience
- 8 years of experience or a combination of experience in the following:  managing real estate, handling land or land rights issues, managing projects, writing contracts and CWAs, working at a resource agency, supervising direct reports, or managing teams
- Must possess a valid California driver’s license or ability to obtain by first day of employment

 

 Desired:
- Possess Land Surveyor (LS), Civil Engineer, American Institute of Certified Planners (AICP), or real estate license.
- Thorough knowledge of environmental regulations, county regulations, and internal standard practices related to land management
- Strong interpersonal skills
- Ability to work well with governmental agencies and landowners
- Strong analytical and problem solving skills and demonstrated good judgment in arriving at decisions and recommendations
- Ability to make effective presentations
- Strong oral and written communication skills
- Ability to work in a team environment with focus in diversity and inclusion
- Demonstrated excellence in customer service
- Knowledge of bargaining unit processes and procedures.
- Ability to lead and inspire multidisciplinary team of high functioning professionals.
- Strong strategic thinker; able to make linkages between projects, lines of business, and environmental/regulatory requirements
