Under direction analyzes operations and procedures and revises as necessary to promote efficiency, develops work schedules, assesses facility needs and submits budget requests; coordinates and oversees communications activities. Provides employees with necessary supplies and equipment to complete assignments and monitors work to ensure compliance with specifications; monitors multi-channel radio to dispatch fire, police and emergency medical services, provides emergency and non-emergency assistance to callers; using CAD system documents information pertaining to call; interviews, orients and trains employees, approves and schedules leave time, counsels employees on work related issues and rates performance and performs additional duties in support of the department’s administration as needed or upon request.
Essential Job Duties & Responsibilities
The following duties are normal for this position. - Confers with Police Administrative Captain on objectives and operating plans.
- Analyzes operations and procedures in Communications department and revises as necessary to promote efficiency.
- Plans administrative and records management procedures.
- Orders necessary equipment and supplies.
- Maintains files of codes and interpretations, manuals and reference materials.
- Develops plans and schedules for CPR certification of dispatchers.
- In cooperation with Police Administrative Captain assesses requirements for department and equipment.
- Plans and submits budget requests to Police Administrative Captain for inclusion in department budget.
- Plans and assigns work to Telecommunication staff.
- Writes instructions and/or hold group meetings and conferences with dispatchers to explain plans, priorities and work procedure.
- Monitors work climate and resolves work relegated problems.
- Prepares and maintains telecommunications operations training manual.
- Inspects E-911 records to ensure information has been entered correctly and complies with specifications.
- Trains new dispatchers and monitors progress and performance.
- Tests emergency dispatching equipment to ensure proper operability.
- Monitors multi-channel radio to dispatch fire, police and ambulance services.
- Answers E-911 emergency and non-emergency calls; determines nature of call and type of assistance required.
- Using CAD (computer aided dispatching) system, documents incoming calls with information pertaining to call.
- Maintains department recording system, updates and stores E-911 tapes.
- Receives calls and assists Officers during routine traffic stops by providing driver license and tag information; may dispatch additional services as need warrants.
- Operates two-way radio to communicate with fire, police and ambulance service.
- Interviews and recommends selection of applicants for positions.
- Orients new employees and conducts and conducts on the job training.
- Establishes performance expectations for dispatchers; monitors and rates performance of employees.
- Enters Pawn Report information into NCIC system to ensure property is not stolen.
- Schedules and attends training, workshops and seminars as needed.
- Performs additional duties as assigned or upon request.
Qualifications
Education & Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities required for this position would be:
Education/Training
High School or GED; and specialized training in office administration or closely related area.
Experience
Have three (3) years experience in supervisory management OR training and experience.
Licenses or Certifications Required
Valid Driver’s License
The following generally describes the knowledge and abilities required in order to successfully perform the assigned duties of the position:
Knowledge of:
- Telecommunications including planning, scheduling, staffing and supervision.
- Administrative office operations including office systems, communications and equipment. Organization, operation, policies and procedures of the City of Phenix City.
- Emergency management systems.
Ability to:
- Read in order to comprehend directives, reports, case dispositions and other moderately complex material.
- Write in order to prepare directives, memoranda, correspondence, narrative reports and similar documents.
- Verbally communicate to direct, train and counsel employees and discuss administrative matters with staff, officers and other professionals.
- Perform simple financial calculations and solve numerical problems.
- To use word processing, spreadsheet, database and CAD programs.
- Develop plans and schedules.
- Delegate, communicate, motivate and lead.
