Manager - Compensation, & HRIS
This Manager II (M2) level position is responsible for managing core business processes within the Human Resources Department. Primary responsibility is to manage professionals and others to achieve specific department goals, providing technical guidance to the work team. The M2 is recognized across PGW as an advocate for the department and others will consult the incumbent before implementing a change to ensure specialized insight is provided. The M2 is responsible for providing recommendations for future plans for assigned areas, providing draft annual plans and having significant input on the departmental budgeting and planning. Impact of decisions may not be measurable until 6 to 12 months after decisions are made.
Responsibilities
Compensation & HRIS
Directs the overall planning and administration of companywide compensation programs including but not limited to:
Developing, implementing, and maintaining equitable, cost-effective programs that are relevant and responsive to individual employee needs, meets corporate budget goals and place the company in a competitive position to attract and retain competent employees.
Developing administrative procedures and communication strategies that provide for fluid access and utilization of the programs by management and employees.
Supervising the preparation and maintenance of all position descriptions and the internal job evaluation system to assure internal equity regarding job values.
Providing consultative and support services to the senior management and others within the organization regarding compensation plans recommending modifications to such programs to meet identified objectives and needs.
Investigating and resolving pay policy irregularities determining the sources of the irregularities and instituting long-term solutions.
Monitors Federal and State legislation and assesses its application to the company’s compensation programs.
Acts as Security Administrator for the Human Resources Information System (HRIS) including but not limited to:
Developing, implementing, and maintaining processes and procedures to ensure the integrity of the HRIS/Payroll System including defining training needs and data integration requirements.
Overseeing the development of data entry coding for the accurate tracking of benefits, payroll, compensation, recruitment, and training information.
Providing database generated reports, gathering data and information from internal clients for the preparation of requested reports.
Overseeing all system upgrades and system additions and ensuring testing are comprehensive to ensure modules within the HRIS system works as intended.
Directs periodic audits, surveys, and analyses to reduce compression issues, assure market competitiveness, identify irregularities, assure all paperwork has been properly submitted, processed and consistent with approvals; recommend compensation changes to meet corporate goal alignment and long-term strategic plans.
Personnel Management
Oversees subordinate data entry of compensation changes into HRIS system, and provides direction and assistance as required.
Ensures HR staff and contract staff, when applicable, are properly trained in HRIS system and adhere to company policies, practices and procedures including collective bargaining agreement.
Other Related Functions
Ensures all projects align with PGW and Human Resources Strategic Plans; works with Senior Team members to develop, monitor, and maintain systems that ensure alignment throughout implementation of the project. Anticipates and identifies issues inhibiting the attainment of project goals to develop and implement corrective action.
Performs other special projects and assignments as requested.
Qualifications
Bachelor's degree in Human Resources Management, Business Administration, or other related field of study.
5 to 7 years of directly related experience working with job design, employee benefits administration and information systems administration.
Must have thorough knowledge of related regulations including but not limited to the Fair Labor Standards Act (FLSA), Health Insurance Portability and Accountability Act (HIPAA), Employee Retirement Income Security Act (ERISA), Section 125, etc.
Must have thorough knowledge of general office practices including but not limited to office administration, budget/accounting principles, procurement procedures, strategic planning, team building and personnel management.
Must have supervisory skills with the ability to create a professional and constructive environment that fosters a team-oriented and customer service approach to day-to-day operations.
Must have problem solving and decision-making skills with the ability to handle multiple tasks under pressure while meeting deadlines.
Must have verbal and written communication skills with the ability to build long-term constructive and cooperative working relationships with co-workers, vendors, management, and outside agencies.
Must have project management skills with the ability to effectively adapt to rapidly changing technology, work under pressure while handling multiple assignments to meet business needs.
Must be computer literate with proficiency in Microsoft Office and Human Resource Information Systems such as ADP, PeopleSoft, Ceridian, etc.
Receipt of professional designation as a Certified Compensation Professional (CCP), Certified Employee Benefits Specialist (CEBS) or Professional Human Resource (PHR) would be a plus.
