The Loss Control Specialist at the Ferndale Refinery will lead the Phillips 66 Loss Control (LC) program for the Phillips 66 Ferndale Refinery and associated terminals and the Freeport terminal. The role works closely with Refining/Terminal staff, Finance, and the Global Loss Control team to minimize losses at the site. The role will provide data capture solutions and LC performance tools that identify and resolve measurement and reporting errors and quantify quality downgrades in receiving/delivering Marine Vessels, Terminals, Refinery, and Pipeline systems utilized by Phillips 66 Company and our customers. The role will develop appropriate performance measures, drive improvement opportunities, and deliver increased value for Phillips 66. The role will build relationships with key internal stakeholders and external suppliers/inspection contractors to support supply and trading activity at the site.
Responsibilities May Include:
Oversight of all marine, pipeline, truck, rail, storage tank(s), storage pile(s), cavern(s), etc. custody transfer measurements to ensure accurate volumes and to prevent/minimize cargo losses and product quality degradation at the refinery and associated terminals.
Attend custody transfers as required. As a general rule, a P66 LC representative is to escort/be in attendance when a supplier or customer LC contractor/witness is present.
Oversight of the measurement and sampling services performance of the Independent Inspection Companies (IIC) at the refinery and associated terminals using P66 procedures/guidelines and relevant API standards.
Develop controls and implement a process to validate and monitor measurement equipment used for custody and inter-company transfers (i.e., audit the design and witness the calibrations and operations of meter provers, in-line samplers, automatic tank gauging systems, tank calibrations, truck & rail car scales, etc).
Provide a periodic set of LC performance metrics (summary report) to management with highlights/accomplishments, prevention focus, opportunities, etc.; plus, associated value-add capture and quantity and quality loss prevention.
Assist with other activities to minimize demurrage costs, identify scheduling / business / process improvement opportunities, provide data to defend claims, collaborate with safety and other personnel to assess performance of IICs.
Act as a contributing team member to the Global LC Team, establish policies and best practices for the LC program in conjunction with the loss control center of excellence.
Assist in implementing and monitoring measurement controls, files, etc. on equipment used for custody; per Federal Trade Zone (FTZ) requirements (if Refinery is an FTZ).
Confirm and reconcile cargo quantities and resolve excessive differences with purchasers, suppliers, and P66 Commercial as appropriate. Identify and address all requirements to ensure proper financial reporting and audit compliance as they relate to custody transfers (e.g. SOX).
Remain technically current on API MPMS/ASTM International/GPA Midstream/NIST/AOCS standard(s) and techniques; by regularly reviewing said industry standards, attending classes and related organizational activities (i.e.; ISHM, API meetings), and by understanding and contributing to the development of P66 Measurement Manual.
Serve as LC SME consult and sponsor for new custody transfer improvement capital projects at the refinery and associated facilities (i.e.; new tank(s), new measurement system device(s) and/or upgrades, auto in-line samplers, meter projects, scales, etc.).
Maintain a collaborative relationship between Phillips 66 Commercial (Marine, Schedulers, Traders, Analysts), Finance (Inventory Accounting, FTZ control), Refining (Loss Control representatives, Business Managers, Schedulers), and Midstream (Terminal Personnel, Accounting, Measurement and Projects, etc.) to minimize losses and increase value for the company.
Required Qualifications:
Legally authorized to work in job posting country
High School Diploma or GED equivalent
5 or more years of experience in Liquid Hydrocarbon Measurements (Lease/Pipeline/Terminal/Refinery/Marine) - general technical Loss Control support/Independent Inspection Procedures & Downstream Commercial Operations
Physically capable of performing field audits and witnessing marine custody transfers
Preferred Qualifications:
Bachelor’s degree in Business, Engineering, Supply Chain Management, or relevant field
5 or more years in refinery operations
Ability to manage conflict, and persuade/facilitate resolution
Ability to adapt to changing work environments and make continuous improvements
Ability to set, manage, and meet multiple and competing priorities
Basic knowledge of petroleum market commercial fundamentals including general understanding of contract terms and condition(s) risks
Understanding of downstream operations, supply chains and value drivers
Ability to technically and fundamentally analyze factual data to recommend action to stakeholders (traders, schedulers, S&TA management, Marine, contract administration and settlements, and RM&T management)
High degree of personal drive and dedication to achieve personal/ team goals and objectives
Capable of influencing others to achieve desired results and common objectives
Strong organizational skills that include experience with keeping detailed records and initiating communications of project schedule, status, and deadlines
Good negotiation skills, along with effective written and verbal communication skills
Proficiency with applications for word processing, spreadsheets, SharePoint, LiveLink, etc
Working knowledge of Marine, Pipeline, & Terminal custody transfer operations and procedures
Working knowledge and participation in API MPMS/ASTM, standards development organizations
Strong communication and collaboration skills, with the ability to effectively manage internal and external stakeholders at all levels
Strong individual contributor who can perform with minimal direct oversight
