JOB OVERVIEW:
The Research & Evaluation Group at Public Health Management Corporation (R&E Group) is seeking a full-time Operations Manager to join its team. R&E Group conducts applied research and evaluation, including work on program efficacy, intervention effectiveness, and needs assessments. The right candidate will enjoy a fast-paced, collaborative, and dynamic work environment and be ready to contribute across project teams.
The Operations Manager will report to the Managing Director. The Operations Manager serves as an organizational leader ensuring and improving organizational performance, productivity, and efficiency through developing and implementing effective process management and operational strategies. This individual is responsible for overseeing, managing and coordinating the day-to-day operations of R&E Group. This role supports a team of 65-80 staff members and is charged with ensuring the R&E Group operational infrastructure is equipped to support our work on over 100 grants and contracts. The Operations Manager will bring his/her/their team management, problem-solving, project management, and senior stakeholder engagement skills to strengthen the overall performance of R&E Group.

RESPONSIBILITIES:
· Management, oversight, development and implementation of operational processes and policies that ensure organizational efficiency;
· Identify key systems and process improvements necessary for high-quality program execution, including developing and implementing a streamlined process for contract submissions; reevaluate systems and processes on a regular basis to forecast necessary future modifications;
· Identify and provide solutions to operational challenges as they arise; support the team in being able to quickly make mid-course corrections;
· Ensure that operational efforts are codified;
· Coordination with R&E team members to fulfill needs related to hiring, orienting new staff/onboarding, training planning, project-related incentive coordination and transition planning/offboarding;
· Work closely with Administrative Assistant on streamlining and oversight of special payroll time submission, time tracking;
· Work closely with Administrative Assistant on consistent approach for coordination of non-exempt employee overtime procedures;
· Support and manage the submission of Federal and state grants and contracts, may include grant writing, copy editing, supporting documents including updated resumes for employees;
· Manage and streamline proposal database submissions and maintenance of project experience records;
· Serve as a liaison to the Public Health Management Corporation’s Finance, Human Resources and Information Technology Systems for day to day operations issues;
· Participate in continuous knowledge development. The Operations Manager will be expected to participate in a minimum of two new training or professional development opportunities each year focused on knowledge and skills development;
· Represent PHMC and R&E Group at meetings and conferences to communicate accomplishments and share information about our work, and to build new opportunities for partnership and funding support.

EXPERIENCE:
· Must have at least five years of relevant professional experience.
· Experience working with complex operations, workflows, and systems.
· Experience working in a grant funded environment preferred.
· Experience managing multiple projects and priorities independently and in a team environment.
· Demonstrated ability to provide constructive feedback and effectively recommend and communicate needed improvements
· Strong team management experience and a demonstrated ability to lead, motivate, develop, and advocate for team members in alignment with the organization’s values, mission and goals
EDUCATION REQUIREMENT:
Minimum Bachelor’s degree in business, pubic administration, management, or a related field of study.
SALARY:
Grade 19
Starting salary anticipated in the mid/upper $50s and is commensurate with experience.
