Job Overview:
This position targets certain populations and/or areas to locate, recruit, and screen applicants as potential resource parents and homes for children in need; including but not limited to applicants willing to take sibling groups, older youth, youth who identify with the LGBTQ population and/or youth with behavioral issues. They are continuously marketing Turning Points for Children and the role of a resource parent.
Responsibilities:
- The recruiter will assist with community outreach efforts and recruitment planning.
- The recruiter is to arrange or attend at least one speaking engagement per week at organizations of diverse cultural, social, religious, and economic affiliation. Upon prior approval, the recruiter may knock on doors or hand out / post flyers in lieu of speaking engagements only when such engagements are difficult to schedule. Recruiters may hold a monthly on-line open house as the recruitment event.
- The recruiter is to utilize the following: the website, email, newspapers, radio, television, and flyers, to publicize recruitment.
- The recruiter is to pre-screen applicants on-line/ in person in accord with TPFC and State regulations concerning resource parenting.
- Recruiter must seek resource parents solely for resource parents that will take a certain age group (e.g. infants, teenagers) or status (e.g. SBH, dependent) homes when appropriate.
- Recruiter must respond to referrals within 2 business days of being assigned a resource home inquiry.
- The initial visit for prospective resource parents must be scheduled within 5 business days of first telephone contact or other outreach. The initial visit must include a general foster care orientation, walk through of the home to determine appropriateness, and will distribute and explain resource parent requirements and the certification process.
- The recruiter will provide a training schedule and clearance forms to potential resource parents.
- The recruiter is to submit all resource parent application packets to their supervisor for approval.
- Recruiters will meet as a team twice per month for purposes of following up on status of submitted applications and planning recruitment events.
- Recruiter must keep electronic recruitment tracking form updated daily, with follow-up and communication outreach efforts for applicants.

- Culturally sensitive to the needs and diversities of multi‐cultural communities.
- Skills in typing, extensive computer skills, Microsoft, PowerPoint, Excel, Canva.
- Strong organizational skills.
- Knowledge of Marketing, Social Services and Child Welfare.
- Able to work independently, demonstrating good judgment and prioritizing.
- Must be accurate and detail oriented.
- Practices good customer service skills in all working relationships.
- Experience facilitating public meetings, and other public forums.
- Strong interpersonal skills, respectful, and courteous nature.
- Strong writing and oral presentations skills.
- Ability to attend evening and weekend community events and meetings in-person or on-line.
- Comfortable visiting with applicants in their homes following CO-VID 19 guidelines (ie, wearing masks, social distancing.)
Experience:
Previous experience as a resource home recruiter preferred but not required.
Education Requirement:
Bachelor’s degree in marketing, social work, or a related field preferred but not required.
Salary:
- Commensurate with education and experience.
- Grade 16.
