PKL Services Inc. is a professional services firm focused on Government customers and is seeking a knowledgeable administrative professional to support a military squadron in a General Clerk II (GC II) role to provide administrative services in support of the Commander, Naval Air Forces (CNAF).
A professional services firm focused on Government customers, is seeking a knowledgeable administrative professional to support a military squadron in a General Clerk II role to provide administrative services in support of the Commander, Naval Air Forces (CNAF) FRS & VX Squadron Personnel department at China Lake, CA.
Task and Responsibilities:

Follow clearly detailed procedures in performing simple repetitive tasks in the same sequence.

Responsibilities include filing pre-coded documents in a chronological file, or operating office equipment, (e.g., photocopy, typewriter or fax machine).

This position uses some subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence.

Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures.

Be familiar with the terminology of the office environment.

Assist Gains/ Losses clerks with routine PERs documents/ updates.

Assist Awards & Correspondence clerks with logging, reviewing, adjusting and forwarding pieces of correspondence to the proper/ necessary recipient.
Personnel Administrative Support Services
Performance Objective:
- The contractor shall process leave, pay, personnel and check in/out requirements in an accurate and timely manner per established guidelines and directives.

The contractor shall assist in reviewing Government provided information and perform data entry tasks for the efficient tracking of personnel gains, personnel losses, pay related documents, and service record entries.

All procedures and processes regarding the receipt and processing of prospective gains and losses are outlined in the Command Pass Coordinator Guide, MILPERSMAN 1000- 021, Navy Pay and Personnel Support Center (NPPSC) Command Pay/Personnel Administrative Support System (PASS) Coordinator (CPC) Guide – NPPSCINST 1000.1(series), and individual squadron Check in/Check out Procedural Checklist.

The contractor shall be designated as a Command Pay and Personnel Administrator (CPPA) by the squadron Commanding Officer.

In order to perform Personnel and Security Administration services, the contractor shall have access to and become familiar with the following DOD/Navy personnel databases and software systems: Navy Standard Integrated Personnel System (NSIPS), Salesforce, Master Military Pay Account (MMPA), and Electronic Service Record (ESR), and Open Identity Exchange (OIX).
Required education/skills background:

High school diploma or equivalent.
- Must be authorized to work in the United States (U.S.).

Preferred minimum two (2) years’ experiences with U.S. Navy activity as a uniformed service member, civil servant or contractor employee performing routine Administrative, Personnel Administrative Support Services, or Travel Administrative Support Services duties.

Familiarity with one or more of the following systems/processes/functions is desired: Command Pay/Personnel Support System (PASS); Command PASS Coordinator (CPC); Navy Standard Integrated Personnel System (NSIPS), Salesforce, Master Military Pay Account (MMPA), Electronic Service Records (ESR), BUPERS Online (BOL), and Fleet Training Management & Planning System (FLTMPS).
Required Work Authorization/Security Clearance:

This position is subject to a government security investigation.
- Requires access to Personally Identifiable Information (PII), unclassified sensitive information, unclassified Department of Defense Information Technology (DoD IT) systems, and the host installation or squadron spaces.
- Must be able to receive a Government Common Access Card (CAC), access Government systems, and requirements of Department of Defense (DoD) Instruction 1000.13 and SECNAVMAN 5510.30 (series) and SECNAVINST 5211.5 (series) prior to performing administrative services outlined in the PWS.

Shall possess and maintain a SECRET or Top Secret/Sensitive Compartmented Information Facility (TS/SCI) Security Clearance.
- Reliable transportation is necessary to gain access to job site.
Position and Expected Hours of Work:
This is a full-time position. Days and hours of work are Monday- Thursday nine hours a day, every other Friday is eight hours. Evening or weekend work may be required as job duties demand. Hours are 0630-1630, but are subject to change based on the needs of the squadron. Occasional telework may also be required upon request of the customer or PKL.
Travel:
Five percent (5%) of travel may be required for job-related training attendance.

May be required to work in areas in or near a hangar/ flight line that are noisy at times. May be exposed to discomforts, such as heat, cold and wind. May be required to wear personal protective equipment when in or passing thru a hazardous area.
