Plainfield Charter Township is looking for an Appraiser who is responsible for performing assessment of real and/or personal property within the Township and works under the direction of a Master Level (4) Assessor.

Salary and Benefits: The Township offers a generous wage and annual benefit package

for employees which includes the following:

  • Health Insurance – employees pay 20% of their premium in a high-deductible HSA Plan.
  • Township funded HSA deductible of $4,000 deposited into a Health Savings Account
  • $1,700 annually deposited into a Health Savings Account in lieu of dental and vision insurance
  • Employer contribution of 7.5% of wages into a defined contribution retirement plan with a 5% required employee match
  • Employer contribution of 6% of wages paid into a Retirement Health Savings Account
  • Vacation accumulation schedule in the Township’s Personnel Policy
  • 11.5 paid holidays per year
  • Sick leave earned at 1 day per month, maximum of 45 days

SUMMARY:

Responsible for performing assessment of real and/or personal property within the Township.

ESSENTIAL FUNCTIONS:

Essential functions as defined are ILLUSTRATIVE ONLY and not a comprehensive listing of all functions and duties performed by incumbents within this classification. Essential duties and responsibilities may include, but are not limited to, the following:

  • Assists in the reappraisal of all real and/or personal property.
  • Analyzes, interprets and documents required information to derive equitable and justifiable property appraisals for assigned real properties.
  • Conducts field inspections and desk reviews of properties to collect and verify property data.
  • Interviews property owners and other relevant parties to obtain and verify property data; determines particulars necessary to prepare accurate assessments.
  • Creates, reads and interprets a variety of sketches, maps and aerial photographs to ascertain boundaries and condition of properties.
  • Records and enters building permits in the Township system.
  • Compiles and maintains board of review schedules and files.
  • Acts as information source to property owners and other interested parties at the public counter and over the telephone; explaining appraisal, assessment and appeal procedures to the taxpayers.
  • Assists with determining assessed and taxable values of property and makes corrections/updates to records.
  • Prepares and maintains detailed appraisal work papers; prepares written summary of appraisal procedures and findings.
  • Contributes to the efficiency and effectiveness of the department's service to its customers by offering suggestions and directing or participating as an active member of a team.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

APPRAISER

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge and/or skill required.

Education and Experience:

High School Diploma/GED AND one (1) year of site appraisal experience; OR an equivalent combination of education, training and experience.

Required Certificates, Licenses, and Registrations:

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

  • Michigan Driver’s License.
  • Michigan Certified Assessing Technician (MCAT) certification
  • Michigan Certified Assessing Officer (MCAO) certification within one (1) year of hire.

Required Knowledge and Skills

Knowledge of:

  • Principles, practices, and procedures related to the assessment process.
  • Procedures for documenting inspections and correcting property record cards.
  • Concepts, materials and terminology related to property valuation.
  • BS&A and APEX sketching software.
  • Principles of record keeping and records management.
  • Correct business English, including spelling, grammar and punctuation.
  • Strength in mathematical skills, including calculations of area.
  • Techniques for working with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.

Skills in:

  • Interpreting and applying appropriate methods, practices, and procedures related to the assessment process.
  • Explaining the assessment process, to engineers, architects, developers, property owners and the public.
  • Performing inspections.
  • Preparing clear and concise reports, correspondence and other written materials.
  • Interpreting construction plans, specifications and related documents.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Using initiative and independent judgment within established procedural guidelines.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.

APPRAISER

PHYSICAL/MENTAL REQUIREMENTS:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Mobility to work in an office setting, use standard office equipment and stamina to sit for extended periods of time; strength to lift and carry up to 10 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone.

Must also be able to physically inspect any/all property within the Township, which may include construction sites involving a variety of terrain. This may require an individual to perform the inspections in all seasons in various weather conditions. The candidate must also be able to utilize various measuring devices to accurately inspect and measure structures.

WORKING ENVIRONMENT:

Work is performed in an office and field setting. Work is subject to travel and performance under adverse environmental conditions.

Pay: $50,398.00 - $70,557.00 per year
