Physician – Pediatrician

Minimum Qualifications:

· Degree: Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.).

· Education: Graduate from an accredited medical school in the United States or Canada.

This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education and the Accreditation Council for Graduate Medical Education (ACGME) at the time the degree was obtained (e.g. Royal College of Physicians and Surgeons of Canada (RCPSC), College of Family Physicians of Canada (CFPC). A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge substantially equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

· Certification: Board eligible or board certified as required in the TO.

· Internship/Residency: Successful completion of an internship and residency program (corresponding to the specialty required in the TO) which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association. Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting (i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training). For purposes of this requirement, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

  • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics- gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training an appropriate accrediting body.
  • A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by an appropriate accrediting body.
  • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

· Experience: As required to meet clinical competency requirements specified in the Service-specific

credentialing instructions.

· Licensure: Current, full, active, and unrestricted license to practice medicine as required in the TO.

Core Duties:

· Perform a full range of physician services in accordance with privileges granted by the MTF.

· Direct, perform, or assist in the instruction of other health care professionals within the scope of the

clinical privileges or responsibilities.

· Examine, diagnose, treat or prescribe courses of treatment within the scope of training, experience

and privileges.

· Provide preventive and health maintenance care, including annual physicals, positive health

behaviors, and self-care skills through education and counseling.

· Order diagnostic tests as applicable as well as request consultation or referral with appropriate

physicians, clinics, or other health resources as indicated.

· Technically proficient in directing and teaching other medical staff, providing educational lectures and participating in the provision of in-service training to clinic staff members. Such direction and interaction will adhere to Government and professional clinical standards and accepted clinical protocols.

1.2.1. Physician Services: Primary and specialty care physicians who deliver routine, preventive, and specialty care services to patients.

1.2.3. Ancillary Services: Services provided by HCWs who deliver patient treatment or assist in the provision of patient treatment including, but not limited to, audiologists, clinical laboratory personnel, dietitians, mid-level providers (i.e., nurse practitioners, physician assistants), occupational therapists, pharmacists, physical therapists, podiatrists, radiology support, respiratory therapists, speech pathologists, and clinical support staff such as medical assistants.

1.3. Background:

1.3.1. Naval Hospital Twentynine Palms and BHC China Lake require ancillary and physician services to support the local mission through the utilization of the Defense Health Agency (DHA) strategic sourcing program. The health clinic is a TRICARE Prime facility that serves active duty, their family members, eligible retired military personnel, and their families. NHTP and its outlying clinics are in the state of California.

1.4. Scope:

1.4.1. Throughout the period of performance, the Government may require an increase in the number of full-time equivalents or coverage. Such changes will be issued via a modification and will be mutually agreed upon by both parties per FAR 52.212-4(c) Changes.

1.5.6. Recognized Holidays: Contract HCWs may be required to work on federally recognized holidays IAW the table below:

NOTE: In general, Federal holidays falling on a Saturday are observed on the preceding Friday whereas holidays falling on a Sunday are observed on the following Monday. At time of award, it is anticipated the Medical Treatment Facility (MTF) will be closed for the following Federal Holidays: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day. However, there may be other Federally Recognized Holidays during the Period of Performance, if so, those holidays will apply to this PWS Para.

1.5.7. Hours of Operation: The Naval Hospital Twentynine Palms MTF operates 365 days a year, 7 days a week, 24 hours per day. Branch Health Clinic China Lake, CA, operates Monday through Friday 0700 to 1800 hours. The Contractor is responsible for conducting business on the days and hours specified.

1.5.7.2. Scheduling: Specific days, hours, and shift length will be scheduled by the designated Government representative. MTF Leadership may change work schedules to include Saturdays and Sundays to support the mission of the department and medical center. The specific schedule for each two-week period will be provided 1 month in advance by the Government supervisor or designee. At the mutual agreement of the contractor and the Government, alternative work schedules may be implemented such as a compressed work schedule. Any changes in the schedule shall be coordinated between the HCW and the Government. Any planned absences of the HCW shall be communicated to the Government supervisor in advance of the absence in order to ensure that clinical operations are not adversely affected. The Government reserves the right to change shift hours with 72 hours’ notice to accommodate patient care needs and mission requirements.

1.5.7.3. Recording HCW Time: Changes to the recording of HCW time identified in the contract PWS are as follows: The Government will provide physical paper sign-in sheets at the ward/unit/clinic/department where HCWs will record their arrival and departure time. The HCW(s) are required each day that services are performed to sign in upon arrival and sign out at the end of their shift on a daily log sheet to be maintained within the department and submitted to the COR for validation. The Government reserves the right to verify hours worked by the

contract employee.

1.5.7.3.1. If a HCW is absent for three (3) or more consecutive unplanned days, the designated Government representative may require written documentation from a qualified health care provider that the HCW is free from communicable disease. The Government reserves the right to examine and/or re-examine any HCW who meets this criterion.

1.5.8. Place of Performance: The work to be performed under this TO will be at Naval Hospital Twentynine Palms, CA, and BHC China Lake, CA, as specified in the TO. While each HCW will be assigned to a primary location, the Government retains the right to assign an HCW, permanently or temporarily, to another location within a 40-mile commuting radius of their assigned MTF. The reassignment will be to a department or clinic comparable to that of their primary location and within the scope of the HCW’s duties, expertise and qualifications. Contractors and incumbent HCWs shall receive notification two weeks prior to the reassignment, unless otherwise specified in the TO. Under a mutual agreement between the Contractor and the Government, this two (2) week notice may be waived.

1.5.9. Mission Essential: The Government has designated ALL HCWs in this TO as mission essential. Mission essential personnel are those personnel who must be present for duty to continue and sustain essential clinical operations during base and facility unplanned closures. Mission Essential applies to PWS paragraphs: Part 5.

1.6.20.3.1. Tuberculosis and Hepatitis Screening: The additional immunization/screening requirements for the risk of exposure to tuberculosis (TB) are as follows:

1.6.20.3.1.1. Health examination, tuberculosis, and immunization screening. After task order award, but prior to performing services, each HCW shall have the “Contracted Health Care Worker Examination and Immunization Verification Form” completed by a licensed medical practitioner. All HCWs providing services under this contract must meet all the requirements specified for their labor category and duties in accordance with the MTF instructions and procedures.

The Contractor shall obtain the current version from the COR and have the form completed in its entirety in accordance with its instructions. The facility shall identify incumbent HCWs who are not required to complete this documentation after task order award.

1.6.20.3.1.2. The Hepatitis B requirements given in the “Contract Health Care Worker Examination and Immunization/Screening Requirement Form” provide that a HCW must either show a positive titer or demonstrate persistent non-response to the vaccine. A HCW may be approved for service at the MTF prior to achieving a Hepatitis B positive titer or demonstrating a persistent non-response according to the following provisions:

1.6.20.3.1.3. A HCW must receive the first vaccination of his/her initial vaccination series prior to commencing service under the contract and must complete the series not later than 6 months after commencing service and, if a negative titer is obtained, must complete the second series within another 6 months; or

1.6.20.3.1.4. A HCW who has completed his/her initial series and obtained a negative titer must begin his/her second vaccine series prior to commencing service and must complete the second series not later than 6 months after commencing service.

5.2.9. Security Investigative Requirements: The Contractor shall ensure HCWs comply with the following security requirements not already identified in the contract PWS: All requirements as directed by the MTF Director and DHA security for background clearances for Tier 3 investigation: The following are required for a Tier 3 investigation.

5.2.9.1. ? HCWs shall be subject to the following additional security investigative processes, to include appointments with Security Managers: The Contractor/HCW shall work with the COR in order to set-up appointment with the Security Manager at the MTF.

5.2.9.4. ? HCWs shall be subject to the following security processes for fingerprints: Electronically and hard copy. Original hardcopy Fingerprint Cards taken for those requiring a Childcare Background Check (CBC). One original Fingerprint Card is required for each state the contractor lived in. Bring two (2) forms of Government-issued identification (one must be picture ID).

5.2.9.5. ?The HCW shall complete either a SF-85 ? or a SF-86 ? Questionnaire for National Security Positions (or equivalent OPM investigative product).

5.2.9.5.1. ?The HCW ? shall provide documents that establish both identity and authorization to work in US, from the authorized List of Acceptable documents provided by the COR.

5.2.9.6. ?All HCWs shall be required to undergo a Childcare Background Check (CBC), to include Installation Records Checks (IRCs) for individuals who will have regular contact with children under the age of 18 in the course of their work-related duties.

5.2.9.7. Once an individual’s Childcare Background Check is scheduled with the investigation service provider (ISP), they may be issued a Line-of-Sight Supervision (LOSS) Authorization/Denial Memorandum based upon preliminary investigative findings. When the individual no longer requires a LOSS, then a LOSS Removal Memorandum will be issued, allowing the individual to perform their job duties without supervision or restriction.

5.2.9.8. Access to Navy & Defense Health Agency (DHA) Facilities.

5.2.9.8.1. Legal Authorization to Work in the United States: HCWs performing under this contract must be a U.S. Citizen. U.S. citizens who are also dual citizens are not specifically excluded from occupying either sensitive or designated IT positions, however, a dual citizenship status raises foreign influence and foreign preference concerns that will most likely prohibit interim assignment pending favorable investigation and adjudication of these issues. Eligibility will not be established for persons who hold a foreign passport.

5.4.3.1. Malpractice Insurance for Personal Services: Performance under this TO will constitute a personal services contract. The Contractor is not required to obtain medical malpractice

insurance for its employees performing under a personal services arrangement.

5.4.4. Schedule Management for Personal Services: The contractor need not provide back-up coverage for the HCWs during periods of approved absences of 7 days or less or absences that have been coordinated with the Government supervisor beyond 7 days. In no instance will the HCW be required to provide services in excess of 80 hours per two-week period.

5.4.4.1. Physician Extender (PA/NP), UID: 35949161723. Services shall be provided Monday through Friday for an 8.5-hour shift (which includes an uncompensated 30-minute meal break) between the hours of 0700 to 1830.

5.4.4.2. Physician – Pediatric, UID 34949161741. Services shall be provided Monday through Friday for an 8.5-hour shift (which includes an uncompensated 30-minute meal break) between the hours of 0600 to 2000.

5.5.3. Scope of Work: HCWs may bill the Government for part

SALARY INFORMATION:

  • Range $150 to $200 per hour 1099 Tax Form
  • Range $130 to $170 per hour W-2 Tax Form
