What You Will Do

The Construction Manager (CM) 3 will be responsible for the successful completion of all activities related to the construction of assigned Los Alamos National Laboratory (LANL) projects as a member of the Capital Projects Construction Management Division. Construction Managers play an integral role in the formulation and adherence to construction policies and programs for assigned projects. In addition, as a CM, you will contribute to the overall administration and technical direction, coordination, and direct line responsibilities for field construction, including maintaining and ensuring safety and security training, compliance, and makes safety and security an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

Manager Construction duties include, but are not limited to:
  • Reviews project construction estimates, budgets, forecasts, schedules, and costs for acceptability. Also reviews specifications and drawings for economic constructability.
  • Participates in the resolution of problems involving staffing, material delivery, and contract/subcontract administration.
  • Coordinates with Project Management, Design Engineering, Procurement, Project Controls and other functional departments and personnel in establishing and maintaining priorities to ensure the success of the project.
  • Identifies issues for the Manager of Construction to ensure the success of the project.
  • Provides counseling, guidance and direction to Site Managers to facilitate the successful execution of the construction project.
  • Participates in the development and/or review of operations controls, such as project procedures.
  • Participates in proposal preparation, project planning, and scheduling by furnishing expertise on construction methods, equipment, labor, productivity guidelines, estimates of distributable expenses and labor rates.
  • Reviews and approves preliminary estimates and project schedules as assigned.
  • Participates in project engineering, construction review management project review meetings where approval of proposed construction budgets and schedules are required.
  • Monitors distributable expenses in the field.
  • Staffs construction project site teams and monitors construction personnel performance, quality and technical adequacy.
  • Ensures that the appropriate field procedures are in place and being adhered to.
  • Concurs with the selection of the appropriate construction controls for the project from the generic project control system.
  • Provides periodic reports regarding construction operations to the Manager of Construction
  • Ensures that appropriate project training programs are identified and implemented.
  • Fosters a mutually respectful work environment that is free from discrimination and harassment.
  • May serve as a Control Account Manager (CAM) responsible for planning, budgeting, managing and controlling costs and schedule performance for a project or subproject and serve as a point of contact for project controls, including account scope, schedule, budget and technical performance. Ensure work packages realistically represent the duration and budget necessary to perform work and perform variance analysis reviews, determine cause and effect of schedule or cost variance and define achievable corrective action plans. May be expected to present project management performance plans, status updates, trends, or issues to federal sponsors.

What You Need

Minimum Job Requirements:
  • Thorough knowledge of all phases of construction operations relating to field activities, of all field engineering disciplines, subcontract management, construction technologies, and project management.
  • Must have thorough understanding of environmental laws and requirements.
  • Must have thorough understanding of government compliance standards.
  • Must have a demonstrated track record of successful management of constructions projects.
  • Demonstrated awareness of zero accident safety initiatives.
  • Demonstrated awareness of project planning automation tools.
  • For positions also serving as a Control Account Manager (CAM), advanced knowledge of and experience with project controls and/or project management, project budgets including cost estimating, cost control and cost analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports and advanced knowledge of and experience with engineering functions and principles required to understand and successfully implement and monitor technical projects. Advanced knowledge of Earned Value Management System (EVMS) tools and processes.

Education/Experience: Position requires a bachelor's degree in an engineering or scientific discipline and 8 years of relevant work experience or 16 years of relevant experience (without a B.S. degree) leading to a thorough understanding of the knowledge described above, or any combination of education and experience.

Desired Qualifications:
  • Demonstrated knowledge and/or application of subcontract management.
  • Multi-discipline supervision of unionized craft workforce.
  • Active "Q" Clearance.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
