Summary:
The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.
The Payroll Administrator leads accurate and timely payroll processing and ensures reporting preparation, submission and compliance through a variety of systems and processes, in accordance with the established policies and procedures of the Ponca Tribe of Nebraska and the Finance Department and in compliance with applicable laws and regulations. The Payroll Administrator also oversees the training of other personnel and assists in the evaluation of Payroll systems & processes to recommend & lead efforts to improve accuracy, efficiency, function, timeliness, and reduction in operational time devoted to payroll tasks.
Essential Responsibilities and Duties:
- Reviews time sheets for accuracy, completeness and proper approval(s)and communicates necessary changes to staff.
- Calculates and enters pay information into the payroll system for wage processing and payment.
- Maintains all payroll changes as requested, reviewed and approved by the CFO or designee.
- Works in conjunction with Human Resources to process benefits changes, enrollments and terminations within the payroll system
- Provides wage verification information as needed and requested.
- Maintains accurate records and files in regards to supporting materials for all transactions
- Works in conjunction with Human Resources to enter staff information and changes into the payroll system
- Ensures accurate tracking of vacation, compensatory time and sick leave balances, accruals, and related adjustments.
- Ensures filing and maintenance of all hard copy and electronic payroll information to maintain an organized record keeping system.
- Reviews all funding allocation information submitted for input with payroll documentation and ensures accuracy and compliance to existing documentation.
- Accuratelyandtimelypreparesallretirementbenefit,payrolltransfersandotherpayrollrelated check requests and payments for distribution to Accounts Payable under direction of the CFO or designee.
- Performs and delegates tasks related to audit preparation support as needed in regards to annual audit, worker's compensation, insurance benefits and other related matters as directed.
- Maintains Finance personnel files including all Personnel Action Forms (PAF's)for actions related to wage adjustments, funding allocation changes and other miscellaneous actions upon request of Directors and the Human Resource Department.
- Reconciles wage information sent to the Internal Revenue Service, Social Security, and State Revenue Departments.
- Provides remote and/or in person training on payroll and time keeping processes, policies and systems as requested by program directors.
- Researches and implements necessary changes and additions to payroll and timekeeping systems to accommodate on going policy and procedures updates under direction of the Finance Director and in conjunction with contracted support.
- Supervises the work of the Payroll Specialist in order to balance workload and meet the dual objectives of timely and accurate payroll processing. Such efforts will include the training of additional Finance personnel to provide back up during times primary Payroll staff are not available.
- Serves as point of contact and Finance representative in matters involving payroll policy development,payrollsystemfunctionsanalysis,anddevelopmentandimplementationof process changes as needed.
- Performs other duties as assigned.
Relationships and Authority:
This position directly supervises the Payroll Specialist. This position also has oversight of payroll processes including communication to directors and supervisors regarding needed changes and explanation of existing policy. This position will have contact with external agencies as needed to comply with applicable wage and reporting regulations, court orders, etc. and will work closely with finance, human resources, program directors, and staff.
Working Environment and Physical Demands:
This position is located in a professional office Environment. This position sometimes requires work on evenings and weekends during busy periods under deadlines.
Qualifications:
Minimum:
- Bachelor's degree in Business, Accounting or a related field or an equivalent combination of experience and education.
- Knowledge of federal labor laws governing payroll processing and wage reporting standards.
- Five years' experience in payroll processing.
- Two years' experience with fund accounting and fund accounting software.
- Computer proficiency to include Microsoft Office with strong Microsoft Excel skills.
- Excellent written and oral communication skills.
- Excellent time management and problem solving skills
- Valid driver's license and be insurable
- Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks.
- Able and willing to travel
Preferred:
- Master's Degree in Business, Accounting or related field
- One year supervisor experience in a business setting
- Three year of experience in Tribal Finance.
- Five year of experience working with Native Americans or Native American organizations.
Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
