Port Houston is the advocate and a strategic leader of the Houston Ship Channel, one of the most powerful economic engines in the state and the country. Port Houston owns and operates the public wharves and terminals along the Houston Ship Channel, including the area’s largest breakbulk facility and two of the most efficient container terminals in the country.

PosiPosition Summary
Supports Port Houston’s corporate goal for Sustainability including responsibility for stewarding the ES2G Report and implementing Sustainability Action Plan and related initiatives to achieve lasting results. These roles require multi-functional team and thought leadership, liaison with external stakeholders, action planning and program management for a portfolio of opportunities and partnerships. Effectively manages and updates the Port’s Sustainability / ESSG Report (Environment, Social, Safety, Governance). Collaborates effectively with related department leads and Division Chiefs as needed. Initiates and works with others to provide analytical support for projects and initiatives including business cases for Port involvement and contributions. Leverages strong analytics and interpersonal skills / emotional intelligence to achieve results.
Key Responsibilities/Duties
- Leads development of sustainability strategies, programs, action plans and reports
- Manages a large and diverse portfolio of opportunities working with and through others to ensure all are progressed efficiently from concept to execution, and being a key / lead interface with many external parties
- Coordinates and engages all Port divisions, related Port staff ensuring shared understanding and internal buy-in for identification, development, planning, implementation of sustainability goals and related projects and partnerships; understands divers roles and works through others to achieve outcomes
- Coordinates action toward goals with related external stakeholders, partners and regulatory agencies to ensure all plans, resources and required permitting are in place
- Proactively plans for emerging opportunities consistent with Port Houston’s mission, vision, values, strategic goals and objectives, sustainability goals, and 2040 Plan.
- Communicates, promotes and raises awareness at all organizational levels internally and externally on the impact of emerging sustainability issues
- Represents the Port in outreach and promotion with superior communications skills, team leadership and collaboration with external parties; is a key member of negotiation team for related projects
- Writes and delivers presentations, reports and briefs in support of above
- Actively participates in policy development by researching proposed local, state and federal regulatory changes and funding opportunities, assessing impacts and actively participating with agencies, industry associations NGO’s, other stakeholders
- Identifies risks and develops appropriate control and/or mitigation mechanisms
- Maintains records and documents, and submits required reports and documents to leadership, partners and various regulatory agencies within the required time limits
- Performs and leads others in data collection, assessment, and analysis of sustainability data using economic, technical, GIS and other software
- Acts in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
- Performs other duties as required
- Bachelor’s degree in a relevant field e.g., Sustainability, Economics, Environmental Studies, Clean Energy, Natural Sciences, Engineering, Analytics of Community and Climate, or related fields major from a public or accredited private academic institution required. Advanced degree and experience a plus.
- 5 years of related program leadership and management, and technical / economic / consulting experience preferred; required experience may be modified depending on advanced education and specific experience
- Following considered a plus:
‒ Program development and leadership experience with multiple parties and multiple jurisdictions
‒ Work with public entities and social or economic development agencies
‒ Understanding of port value propositions and responsibilities, commercial strategies, port cargo operations, and interrelations with local communities
‒ Awareness of the role of sustainability in social and environmental circles.
‒ Knowledge of relevant agency policies and programs, funding sources, and regulations e.g., TCEQ, EPA, US and TX DOT, etc..
‒ Understanding of processes of potential corporate and/or public agency partners such as strategic planning, capital projects development, corporate planning, project development planning and business case development.
‒ Knowledge of role of project scoping, other mechanisms used to advance projects and programs e.g. Letters of Interest, Memoranda of Understanding, Non-Disclosure Agreements, Term Sheets, etc.
