Description

The Grants Compliance Administrator is responsible for researching and developing grant opportunities for the Port, grant compliance monitoring, and the administration of federal, state and local grant awards. This position is also responsible for reviewing and forecasting construction-in-progress for assigned projects.



Requirements

  1. What type of supervision is required for this position while performing assigned duties?
  • The Grants Compliance Administrator requires general supervision from the Assistant Controller, and requires close collaboration with the Government Affairs Manager, Chief of Planning & Development, Procurement and Contracts Manager, Real Estate Director, the Chief of Engineering, and other project managers. 
  1. What responsibility, if any, is there for directing or supervising the work of others: 
  • None.  

Essential Functions


65% Grant Administration and Compliance:

  • Lead the comprehensive management of grant accounting processes, from inception to closure.
  • Identify and research a variety of funding sources appropriate to the Port’s lines of business.
  • Become familiar with all special conditions attached to grant awards, evaluate impacts of grant requirements to the Port, and make recommendations to leadership regarding grant funding applications.
  • Coordinate the preparation, assembly, and timely delivery of proposal documents in compliance with deadlines.
  • Develop clear, concise compliance procedures for staff to ensure all requirements are met; advise and assist Port departments with grant compliance requirements.
  • Monitor and supervise grant implementation and reporting.
  • Develop and maintain effective relationships with state and federal agency staff that are responsible for ensuring compliance with grant requirements.
  • Assist with internal and external audits of Port projects and grant programs.
  • Manage and maintain accurate record keeping for all grants.

25% Project Accounting:

  • Maintain accurate accounting and financial records, cash flow documents, and other required documentation for each assigned project.
  • Review forecast expenditures on Port projects as compared to budget.

10% Provide assistance with special projects and tasks as assigned.

  • Possess effective conflict resolution and personal negotiation skills.

  • Communicate effectively in English, including the ability to read, write, analyze and interpret complex documents and other written material. 
  • Have the ability to make effective and persuasive group presentations.
  • Have the ability to obtain a Transportation Worker Identification Credential (TWIC).
  • Possess a valid driver’s license and maintain insurability under the Port’s auto insurance plan.
  • Respond to evening, night and or weekend concerns/needs as required to fulfill position responsibilities.

Preferred Work Experience:

  • Three (3) year’s experience in grant administration and/or compliance, preferably working with federal and state granting agencies.

Preferred Knowledge, Skills & Abilities:

  • Bachelor’s degree in Business Administration with a concentration in Finance, Accounting or related field.
  • Proficient personal computer skills sufficient to produce complex correspondence, reports, and spreadsheets.
  • Strong understanding of grant accounting principles, government regulations, and compliance requirements.
  • Exceptional attention to detail.
  • Exceptional writing, analytical, problem-solving and communication skills.
  • Effective project and deadline management skills.
  • Ability to work independently and as part of a team.
  • Must be able to be bonded.

PHYSICAL and WORKING CONDITIONS


Incumbents must be physically able to perform each essential duty of the position satisfactorily. Reasonable accommodations may be made to enable qualified individuals with disabilities to perform the essential functions.

Work is mostly performed in a climate-controlled facility providing reasonable comfort and security. Noise level is usually low. Some travel between work locations may be required.
