POSITION TITLE: Program Assistant
LOCATION: Section 8 Housing Choice Voucher Program
SALARY: $31,200 annually (Salary may commensurate with experience)
JOB DESCRIPTION
GENERAL STATEMENT OF DUTIES:
The Program Assistant will perform a supportive role in all operational areas of the Section 8 Housing Choice Voucher Program. Immediate supervision is received from the Director of Section 8 Housing Choice Voucher Program.
EXAMPLES OF WORK: (Illustrative Only)
- Provides information to persons inquiring about the program.
- Conducts briefing sessions and distributes all information to participants that is required.
- Maintains a listing of landlords and properties to assist participants in locating available and affordable housing.
- Coordinates the execution of the housing assistance payment (HAP) contracts between property owner and the Agency.
- Performs annual and interim recertifications.
- Inputs all required information into the computer
- Responsible for scanning file documents in the scanner data base
- Prepares reports and written correspondence as required.
- Monitors the leasing and issuance of vouchers.
- Monitors participant transfer needs for the appropriate size and type of units.
- Assists in the determination of the HAP and ensures that payments are made in a timely manner.
- Makes periodic housing quality standards inspections as required.
- Establishes and maintains a viable working relationship with public and private agencies that could be of service to Section 8 participants.
- Within the area of the assistant’s control, ensures the prompt execution of all directives, policies and procedures.
- Observes all safety rules and regulations.
- Job duties, responsibilities, specifications, and other job aspects may be changed as needed; performs other duties as assigned; performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Through knowledge of current practices and policies of the Section 8 Housing Choice Voucher Program.
- Excellent clerical and administrative aptitude and good organizational skills.
- Computer literacy required in the use of a personal computer and electronic communications.
- Ability to follow oral and written instructions and to exercise good judgment.
- Ability to make routine mathematical calculations and tabulations rapidly and accurately.
- Dependability in attendance is essential
- Excellent verbal and written communication skills are essential and comfortable making presentations before others.
SPECIAL REQUIREMENTS:
- Ability to obtain the Section 8 Housing Choice Voucher Eligibility/Rent Calculation certification within 12-months of employment.
- Must be detailed oriented in performing and coordinating work activities
- Ability to multi-tasks and perform well under pressure.
- Ability to work independently and make appropriate “on-the-spot” decisions in accordance with established policy and procedures
- Must possess excellent human relations skills and promote a positive image of the Authority by establishing and maintaining to the greatest extent possible a viable and positive working relationship with tenants, property owners, co-workers, local agencies and all appropriate agencies with which the Authority may come into contact.
PHYSICAL REQUIREMENTS:
- Sufficient manual dexterity to allow operation of a variety of automated office machines, i.e. computer keyboard, copy machine, printer, fax machine, telephone, typewriter, calculator, etc.
- Ability to move and/or carry objects and materials such as office supplies, files, computer printouts, etc.
- Must be insurable by the Authority’s automobile insurance carrier and possess and maintain a valid driver’s license issued by the Commonwealth of Virginia throughout duration of employment.
ACCEPTABLE EXPERIENCE AND TRAINING:
Any combination equal graduation from high school and to two years attendance at a college or university of recognized standing. Previous experience in federally assisted HUD/ Section 8 Housing Choice Voucher Programs required. Housing Choice Voucher Eligibility/Rent Calculation certification or an equivalent certification is highly desirable. Excellent human relations skills, verbal and written communication skills and computer literacy are essential.
