The Presidio Trust is seeking a GIS Specialist to join the Planning & Compliance Department. An unusual federal agency, the Presidio Trust runs the only national park site that must generate all our own revenue. Each year we earn in excess of $100 million by leasing over 700 former military buildings as homes and workspaces. We then invest that money into our historic forest, dunes, streams, trails and designed landscapes, into our hundreds of historic buildings, into our infrastructure, into visitor sites and programs, and into our people, to make this magnificent place come alive for our park visitors.

As a member of the GIS team, the Geographic Information Systems (GIS) Specialist develops, manages, coordinates and implements geographic information systems tools to document, analyze and manage context and environmental resources. The GIS team fulfills a pivotal, interagency role that allows for programmatic integration of the knowledge of the biological and physical resources, digital cartography and geography databases pertinent to the Presidio’s natural and cultural resources and themes. Operates and maintains work in a clean, safe, compliant, and environmentally conscientious manner.

This is a full-time position with benefits and a starting pay range of $92,764 to $105,867. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by March 1, 2024 will receive first consideration.

Responsibilities

  • Conduct field surveys with GPS equipment and assist with other ground survey activities to inventory various park assets including utilities, transportation infrastructure, landscape features, trails, etc. Work with various departments to coordinate field data collection.
  • Create high quality mapping and GIS products in support of multiple departments and project related activities.
  • Provide technical support to GIS users within the organization and collaborate across departments to collect and plan for geographic data collection and analysis.
  • Respond to data requests for mapping, CAD, and GIS datasets from contractors, partners, federal agencies, and regional, city and county governments. Consult with organization contacts when necessary to obtain data, permissions, and guidance for data requests.
  • Update and maintain park related GIS datasets. Perform research to obtain and expand park related datasets.
  • Design and create maps and graphics and create new data by field mapping and digitizing or scanning hardcopy maps.
  • Perform monthly backup routine for all Presidio Trust ArcSDE GIS database, maintain archive of backups going back six months.
  • Participate in the Project Review and Dig Permit processes to monitor for Trust activities that could trigger the need for GIS data updates.
  • Operate drone equipment in support of data collection and GIS mapping activities.
  • Assist Senior GIS Specialist in all aspects of managing the geographic information system (GIS) database for the Presidio Trust; including but not limited to: creating, editing and managing ArcGIS Online and ArcGIS Server maps and data for use throughout the organization; quality control for the updating and maintenance of organization datasets; and making GIS data available and usable to end users in departments across the organization though traditional production of paper maps and though software solutions such as ArcReader, ArcGIS Online, or ArcGIS.
  • Other duties as assigned.

Required Qualifications

  • Bachelor’s degree (B.A./B.S.) or equivalent from college or university in geography, biology, environmental science, geology, or a related field, AND
  • A minimum of three (3) years of experience administering GIS data sources, conducting surveys (GPS, conventional ground surveys) and designing, producing and publishing GIS products.
  • Demonstrated knowledge of computer operating systems and software applications packages for GIS (ArcInfo, ArcView, AutoCAD, PenMap) and data base management (dBase, Access, MySQL, MS SQL Server), spreadsheet analysis (Excel) and programmatic languages such as Structured Query Language (SQL), Avenue, Visual Basic, and Perl in order to customize, integrate and troubleshoot various GIS Software.
  • Valid California Driver’s License.

About the Planning and Compliance Department

The Planning and Compliance Department develops and implements innovative, efficient, and inclusive plans and guidelines that advance the Presidio Trust’s strategic goals. This interdisciplinary team includes urban design and transportation professionals, staff ensuring historic and environmental compliance and sustainability, GIS specialists, and permitting experts. The department oversees efficient permitting and compliance processes for all building, landscape, and infrastructure projects to ensure that the Presidio's significant history and ecology are protected, and that projects advance Trust strategic goals and the public interest.

Background Investigation

The Presidio Trust has identified this position as subject to an employment background investigation which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, driver’s license. An individual’s granting of a background investigation and resulting report is voluntary. However, employment in this sensitive position is contingent upon the successful completion of an employment background investigation. The Presidio Trust may refuse to hire an individual, may rescind an offer of employment to an individual, or may review and terminate the employment of a current employee not successfully completing the background investigation.
