PCSI is seeking a Program Cost Analyst I to join the Cost and Pricing team. The Program Cost Analyst works with the Cost and Pricing team on costing new contracts, renewals, and modifications, and assists the Director of Government Pricing with new proposals. The ideal candidate will need excellent communication skills and strong time management to maintain positive customer relations. This role reports to the Director of Government Pricing and is based at the corporate headquarters office in Austin, TX.

Maintain consistent positive customer relations as a corporate and local entity through written, verbal, and personal communications.

Determine and implement cost accounting procedures and methods.

Work on the costing for contract modifications.

Work on the costing for renewal of contracts (federal and state).

Work on cost proposals for new contracts under direct supervision.

Prepare and verify billings with accounts receivable ledger.
-
Process changes in system to support accurate and efficient billing process and financial close.

Prepare and analyze cost reports and audits.
-
Examine and reviews unusual cost records and ensures cost data is correctly allocated.

Create and update budgets for each job.

Update cash receipts for the company.

Work on special projects.

Assist with proposal presentations to new and existing customers.

Provide technical support to customers, project managers, negotiations, NISH and TIBH.

Attend schools, seminars, and training as a continuous improvement mechanism. Pass on information and updates on standards.

Help Develop Performance Based Contracts.

Promote and assist new developments (ISO).

Regular attendance and timeliness required per departmental guidelines.

Participation in all applicable performance evaluation programs is required.
Qualifications
-
Bachelor’s degree in Accounting or Business.
-
Minimum two (2) years of experience in cost accounting or cost estimating desired.
-
Ability to pass criminal, drug, financial, and driving screening.
-
May need to have the ability to legally drive a company vehicle.
Knowledge, Skills and Abilities

Demonstrated advanced knowledge and operation of Excel.

Requires knowledge of PC functions and software.

Operation of windows applications, MS Word, MS Excel, etc., and related applications.

Strong time management skills with ability to work well under pressure, multi-task and handle multiple priorities.

Ability to prepare, maintain and control a variety of office records, documents, and confidential files with a high degree of accuracy, timeliness, and proficiency.

Self-starter with the ability to work both with minimal supervision and as a team player at the same time.
Working Conditions

Ability to remain in a stationary position regularly, up to 85% of the time.

Occasionally move about inside the office to access file cabinets, office machinery, etc. and carry office materials and supplies up to 20 pounds.

Constantly operates a computer and other office productivity machinery, such as calculator, phone, fax, copier, etc. and a personal computer.

Ability to exchange accurate information in person and over the phone.

Primarily works indoors.

Occasional travel may be required, up to 5%.
