What are the responsibilities and job description for the Sr. Cost Estimator/Analyst position at Project Time & Cost, LLC?
Cost Estimator responsibilities include developing independent government cost estimates (IGCEs), providing technical analysis and cost/price analysis of cost proposals in support of DOE contract management actions.
Senior Cost estimators should be able to lead estimate development efforts of small teams, function as lead estimator on assigned IGCEs, and interface directly with senior management to develop strategies, detailed plans, and supporting documentation for IGCEs.
Required skills for cost estimators:
- Familiarity with cost estimating software and/or experience with MII cost estimating software; formal training may be required and will be provided as needed,
- Able to develop IGCEs and Technical Evaluations pertaining to capital asset projects, general plant projects, and design-build projects,
- Able to perform takeoffs, apply unit rates for labor, material, subcontracts, and other direct costs, apply labor resources and develop activities within the estimate that relate to scope of work that adequately describes all costs associated with the scope,
- Able to develop and apply overheads, payroll taxes and general requirements to project IGCEs,
- Able to read and digest estimate scoping documents and condense them into detailed scope descriptions upon which to build an estimate.
- Exceptional knowledge of Microsoft Excel and high-end Excel features, including functions and pivot tables.
- Proficiency with Microsoft Software including MS Word, MS PowerPoint, and MS Outlook.
- Excellent communication and interface skills; ability to elicit information and utilize in development of products and provision of support is required.
- Hanford experience preferred but not required.
