Job Summary
The position serves PSEG as the corporate representative and direct liaison with municipal and county officials at various levels of government. The position is responsible for developing and implementing strategic outreach and communication plans to advocate and gain support for critical Company priorities, legislative and regulatory proposals, and projects to a wide range of external audiences. Primary audiences include state and local elected officials, key business decision makers, public policy influencers and community organizers. The position requires engagement of corporate executive officers on matters of critical importance to the company and entails advising corporate executives on the external implications and cost/benefits of decisions.
Responsibilities entail leading internal teams to develop plans and strategies that achieve milestones and goals while minimizing the impacts in communities. Examples include, but not limited to, distribution and transmission projects impacting multiple municipalities, gas system upgrades and energy efficiency initiatives. The position is also required to educate and seek advocacy from community leaders as well as serve to resolve escalated constituent issues as a means to leverage relationships to gain support for Company initiatives. The position requires a close working relationship with utility electric and gas distribution leaders and serves as the single point of contact with municipalities and counties during storm restoration periods, which could be impacted beyond normal business hours and weekends. The position frequently advises and directs the activities of projects teams as appropriate to successfully gain the external approvals needed to expedite project timelines. The position is a key source of advice to company executives on the political and community impact of corporate decisions. The position manages a contributions, sponsorship and events budget and requires the discretion to invest these corporate resources in the most effective manner to improve and leverage external relationships and achieve corporate objectives. Active participation on strategic business and non-profit organization boards of directors is required, frequently beyond normal business hours and on weekends.

- Public presentations before official government bodies and business forums to advocate for PSEG positions and projects approval.
- Development and implementation of strategic planning and outreach plans, process improvement and coordination, milestone tracking for capital projects
- Provide strategic guidance to PSE&G project managers, engineers, legal, regulatory and permitting associates to gain required public sector approvals
- Represent and negotiate on behalf of the Company as the sole point of contact with local and county government. Assemble experts from the appropriate company and line of business to successfully resolve matters related to: transmission upgrades, network reliability, street light outages, storm restoration, environmental incidents, collections, road opening permits, gas main replacement, electric delivery and sub-transmission capital projects, tax appeals, solar installations and other Enterprise related matters.
- Represents PSEG’s corporate and community interests throughout the state as the official representative of the company before the business, government and local community groups.
Job Specific Qualifications
Qualifications:
- Bachelor’s Degree and 9 years of utility management work experience in combination with experience in communications, public affairs and/or legal/regulatory areas. In lieu of a Bachelor’s Degree, 12 yrs experience of utility management work experience in combination with experience in communications, public affairs and/or legal/regulatory areas. Experience in the fields of community relations, public boards or committees, lobbying, elected or appointed government or public sector experience.
- Exceptional communications and interpersonal skills developed through interaction with executives, public officials and community /local boards. Writing, presentation and public speaking skills. Lobbying skills.
- Project planning and management.
Desired Qualifications: Master’s degree along with public sector experience with state and local government; experience with public/private partnerships and policy initiatives; budget and management experience. Knowledge of the power, utility and/or energy industries.
