The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT-PHP is responsible for establishing local public health preparedness priorities, developing and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events. The Preparedness Analyst I will support planning initiatives through research, data analysis, evaluation of current plans and protocols, and development of evidence-based preparedness and response strategies. The analyst will support development of an updated jurisdictional risk assessment to characterize the public health hazards facing Philadelphia and the Southeastern Pennsylvania region. This position is full-time, Monday through Friday, with occasional work after hours and on weekends to support Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained grant funding.

Specific Duties:

  • Conduct a public health jurisdictional risk assessment (JRA) for the City of Philadelphia in partnership with external stakeholders
    • Identify and prioritize jurisdictional risks using a mixed methods risk formula. This will include use of a quantitative model that incorporates population level data from the U.S. Census and other sources.
    • Coordinate with Program units to have community partners and stakeholders to contribute input to the JRA via surveys, semi-structured interviews, or other methods.
    • Incorporate hazard-specific vulnerability indices and tools to characterize specific hazards and identify at-risk populations.
    • Liaise with Program staff to incorporate findings into Program directives, plans and projects.
    • Contribute to a Regional JRA for Southeastern Pennsylvania in partnership with external stakeholders.
  • Develop standardized protocols for managing data and developing reports and visualizations to support or evaluate Program activities
  • Utilize geographic information systems to interpret, analyze and visualize response and vulnerability data and determine optimal site selection for specific responses
  • Research and implement development of an information management and sharing system or dashboard that displays current response or Program activities
  • Assist in the development, implementation and maintenance of evaluation methods and metrics for Program planning, exercise and response activities
  • Liaise with other Program staff to assess data needs to support specific initiatives
  • Serve as a core member of the response team for the Department for a variety of emergencies
  • Other duties as assigned by Program Management

Required Qualifications:

Skills/Experience:

  • Graphic design experience (2 years)
  • Knowledge of and experience using Adobe Creative Suite (2 years)
  • Knowledge of media creation for social media platforms including YouTube, Twitter and Facebook
  • Proficiency in Microsoft Office applications
  • Excellent written and verbal communication and organizational skills, and the ability to present information effectively to a variety of audiences.
  • Flexibility, professionalism and the ability to manage multiple projects simultaneously are highly valued attributes.

Education:

  • Master’s degree in a science-oriented field with an interest in public health or emergency management.

Work Environment and Physical Requirements:

  • This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position may require some travel and occasional participation in off-site functions. The position requires responding to public health emergencies and some after- hours activities to accommodate training and exercise activities.

Supervision:

  • This position reports directly to the Policy, Planning and Evaluation Manager.
